Position Summary The Underground Foreman is responsible for leading and supervising underground utility crews performing installation of water mains, sanitary sewer, storm sewer, force mains, and related underground infrastructure. This role serves as the working field leader for the crew and is responsible for coordinating labor, equipment, safety, production, and quality on underground utility projects. The Underground Foreman is expected to have advanced knowledge of underground utility installation practices and provide leadership, direction, and mentorship to Pipe Layers, Operators, Laborers, and other field personnel while maintaining project schedules and safety expectations.
Key Responsibilities
Lead and supervise underground crews on active construction projects
Oversee installation of water mains, sanitary sewer systems, storm sewer systems, force mains, utility structures, valves, hydrants, etc.
Read and interpret blueprints, utility plans, grade stakes, cut sheets, and specifications
Ensure pipe installation meets line and grade requirements
Coordinate trenching, pipe laying, bedding, backfill, compaction, and testing operations
Monitor excavation activities and ensure trench safety requirements are followed
Perform daily jobsite planning and communicate work expectations to crews
Conduct/Complete and enforce daily JSAs, and company safety procedures
Coordinate with Superintendents, Project Managers, Surveyors, Inspectors, subcontractors, and suppliers
Monitor crew productivity and maintain production schedules
Ensure quality workmanship and compliance with project specifications and standards
Train and mentor Pipe Layers, Laborers, and Operators
Maintain organized, clean, and safe work areas
Enforce company policies, attendance expectations, and professional conduct standards
Assist with scheduling deliveries, materials, and project logistics
Support emergency repairs or schedule-driven work when necessary
Other duties as assigned.
Qualifications
4+ years of underground utility construction experience preferred
Previous experience as a Lead Pipe Layer and Operator
Strong understanding of underground utility installation methods and sequencing
Ability to read and interpret plans, profiles, and grade information
Knowledge of OSHA excavation and trench safety requirements
OSHA Competent Person
Experience with pipe lasers, grades, and utility elevations preferred
Strong leadership, communication, and organizational skills
Ability to manage crews and coordinate multiple operations simultaneously
Valid driver’s license required; CDL preferred
Equipment operation experience
Physical Requirements
Ability to work outdoors in varying weather conditions
Ability to stand, walk, bend, kneel, and climb throughout the workday
Ability to lift up to 50 pounds occasionally
Ability to enter trenches and navigate active construction sites safely
Ability to work extended hours and weekends as project demands require
