Position Summary:

Coordinates strategic implementation of client advocacy services to address issues of abuse, violence, and trauma across the Rural Resources Victim Services’ service area. Manages the selection, supervision, training, discipline, and evaluation of assigned direct service staff. Assists with programmatic operations, including fiscal tasks, budget monitoring, grant reporting, and program evaluation. Serves as a subject matter professional and resource to a variety of audiences and system partners. Provides direct client services, including crisis intervention, advocacy, and case management services, for victims of domestic violence, sexual assault, general crimes, or child abuse and neglect.

General Responsibilities (Essential Functions):

•  Manages hiring, on-going supervision, training, and routine evaluation of assigned staff.
•  Monitors allocated budget to ensure strong client outcomes and programmatic goals are achieved while maintaining fiscal fidelity; ensure efficient and economical use of program funds, personnel, materials, facilitates, and time.
•  Prepares and submits required bill coding, journal entries, reconciliations, and other fiscal compliance measures.
•  Gathers, interprets and prepares service and outcome data for grant reporting and monitoring; monitors client data and staff service documentation to ensure contract compliance.
• Complete initial intake, safety and lethality screenings, and on-going case management with clients and/or non-offending caregivers to support the client’s safety, health, and stability.
•  Provide referrals, crisis intervention, ongoing emotional support, legal, medical, and community-based advocacy, and immediate crisis line caller support as necessary; advocate for client desires and needs as requested by the client.

Required Skills & Abilities:

•  Extensive knowledge of the dynamics of domestic violence, sexual abuse/assault, child abuse and crime victimization.
•  Knowledge and understanding of multi-dimensional, wrap-around approaches to victim advocacy, including issues relating to motivational interviewing, housing first models, empowerment, etc.
•  Knowledge and demonstrated experience with leadership and management principles and skills, including de-escalation, active listening, mediation, conflict management, common supervisory practices, and general understanding of employment law.
•  Ability and willingness to maintain confidentiality.
•  Knowledge and demonstrated experience with crisis intervention and advocacy principles and practices.
•  Demonstrated ability to facilitate meetings with diverse perspectives and motivate participants to achieve group objectives and goals.
•  Experience with budget management, fiscal compliance, grant administration, and other relevant administrative tasks.
•  Ability to provide coaching, training, and technical assistance to staff, volunteers, system partners, and community members as needed.
•  Experience monitoring work schedules, budgets, and evaluating the work of the unit and subordinates.
•  Demonstrated ability to make decisions independently and be flexible, adaptable, and confident under stress or changing circumstances.
•  Demonstrated ability to communicate effectively both in writing and orally using tact, courtesy, and good judgment.
•  Ability to prepare reports, correspondence and documentation.
•  Thorough knowledge of federal, state, and local policies, procedures, and regulations applicable to program areas.
•  Ability and willingness to work flexible hours as needed, including nights and weekends.
•  Ability to operate a computer and use software relevant for the position.

EDUCATION OR EXPERIENCE:

A bachelor’s degree in a related area of study; acceptable completion of 40-hour preservice victim services training; two years of experience in victim support services or related field; one year of managerial experience

Any combination of education and experience which would provide the applicant with the desired skills and knowledge required to perform the job.

Required Certifications & Licenses:

•  Valid driver's license in state of residence.
•  Auto insurance in the amounts required by the State of Washington.
•  Access to reliable transportation.
•  Acceptable completion of a criminal history background check.
