Job Description - Water Technician I, II, III

Town of Monument:

Position Summary: 



Water Tech 1 performs operation and maintenance activities of the water treatment plant and pump stations. Daily monitoring of system and facility equipment and gathering, compilation of daily data. Conducts daily rounds at water treatment facilities to obtain meter readings, check equipment, clean, and observe for any abnormal conditions. Conducts compliance monitoring and process control testing.  Assists with equipment and well maintenance programs. Position Range: $54,739-$68,424/yr.



Water Tech II performs more advanced operations and maintenance activities of the water treatment plant and pump stations. A Water Tech II plays a critical role in ensuring the quality and safety of water in various settings, making this position vital for public health and environmental protection. Performs Water Tech 1 tasks competently, and in addition to Water Tech II tasks.  Analyzes and monitors data results to determine process changes required to maintain a quality effluent. Troubleshoot and repair electronic components at water treatment facilities. Maintain complete, accurate and accessible lab records for all required testing. Assists with equipment and well maintenance program.


Position Range: $58,904-$76,575/yr.


 


Water Tech III will be responsible for a wide range of tasks related to the management and maintenance of water treatment plants and pump stations. Water Tech 3 ‘s responsibilities include items such as, daily rounds at water treatment facilities to obtain meter readings, check equipment, cleaning and observe for any abnormal conditions. Assists with equipment and well maintenance. This position requires advanced knowledge, experience, and leadership skills to ensure the efficient and effective operation of water infrastructure. You will play a critical role in ensuring the delivery of clean and safe water to the community. Position Range: $64,795-$84,233/yr.

Essential Duties and Responsibilities:

All Water Technicians:



  • Performs operation and maintenance activities of the water treatment plant and pump stations, distribution system and pump stations for compliance, monitoring, and process control testing.  

  • Conducts daily rounds at stations to obtain meter readings, check equipment, clean, and observe for abnormal conditions.  

  • Assists with maintenance and repair of water treatment equipment such as pumps, valves, filters, and chemical dosing systems.

  • Assist in the handing and dosing of water treatment chemicals according to established procedures and safety guidelines.

  • Collect water samples for laboratory analysis and testing as required.

  • Follow regulatory guidelines and standards to ensure that water treatment processes meet all legal and safety requirements.

  • Adhere to safety protocols, use of PPE and maintain a safe working environment for oneself and coworkers.

  • Participate in emergency response procedures, such as shutdowns, Main breaks, equipment troubleshooting, and problem-solving during water incidents.

  • Maintains, inspects, and repairs water distribution system consisting of distribution lines, valves, backflow devices, meters, fire hydrants, PRV’s, booster pumps and storage tanks.

  • Collaboration with peers and technicians to work towards achieving departmental goals.

  • Assist with current maintenance program. 

  • Performs related work as required.

  • Responds to Colorado 811 locate requests.

  • Ability/Availability to be in an on-call rotation and respond to after-hours call backs and response.


 


Water II Technician duties (in addition to all other Water Technician duties):



  • Conduct installation inspections, locate lines, leak identification and emergency response to a water main break.

  • Monitor, inspect and maintain the Monument Lake Dam and appurtenances. Assists with equipment and well maintenance. 

  • Develop and maintain the water department maintenance program. Assists with special projects as needed.

  • Identify and diagnose equipment malfunctions, process issues, and water quality deviations, and implement corrective measures.

  • Oversee and manage the handling, storage, and dosing of water treatment chemicals, ensuring compliance with safety guidelines.

  • Lead by example in adhering to safety protocols and ensuring a safe working environment for oneself and colleagues.

  • Analyzes and monitors data results to determine process changes required to maintain a quality effluent.


 


Water III Technician duties (in addition to all other Water Technician duties):



  • Performs daily monitoring of system, compliance monitoring and facility equipment and gathering, process control testing and compilation of daily data.

  • Provide leadership and guidance to a team of water technicians (Tech 1 and Tech 2) by setting clear goals and expectations, offering training, and fostering a culture of safety and continuous improvement.

  • Provide training to less experienced technicians and ensure their continued professional growth within the organization.

  • Identify opportunities for efficiency improvements and system optimization, making recommendations for upgrades, repairs, or changes to improve overall system performance.

  • Maintain detailed records of equipment maintenance, water quality testing, and compliance documentation.

  • Participate in emergency response procedures, troubleshooting issues, and making critical decisions to maintain water supply.


 


Knowledge, Skills and Abilities:

  • Ability to learn and apply the theory, principles, practices and methods of water system operation and maintenance.

  • Ability to learn and apply principles of the Manual for Uniform Traffic Control Devices.

  • Ability to interpret and apply Material Safety Data Sheets for hazardous materials used in water department maintenance.

  • Ability to learn materials and operate equipment used in water department maintenance such as pick-up trucks loaders, backhoes, Jet-Vac truck, pumps, snowplows, grinders, welders, drills, demo saw and miscellaneous hand tools.

  • Ability to learn and operate air monitoring devices to enter confined spaces using the Town’s hoist retrieval harness system.

  • Ability to pass a fit test to don a full-face respirator to enter an oxygen deficient atmosphere, as necessary.

  • Experience with computerized SCADA system

  • Skilled in the ability to troubleshoot distribution system problems and repair water main breaks.

  • Skilled in the ability to operate water system wells and treatment plants without supervision.

  • Compile data using a PC, spreadsheet software (Excel), use of lab equipment to analyze data to make effective decisions concerning plant operations.

  • Ability to operate electrical devices such as an amp probe and voltmeter.

  • Ability to maintain complete and accurate lab records for all required testing.

  • Monitor data results to determine process changes required to maintain a quality effluent.

  • Ability to be available for on-call duties, as well as the possibility of irregular hours including nights and weekends.

  • Outstanding organizational skills and attention to detail

  • Excellent interpersonal skills, both verbal and written to present complex issues clearly and effectively.



  • Ability to establish and maintain effective working relationships with employees, town officials, developers, contractors, and the general public.



  • Effective communication and collaboration, and team-building skills are necessary for success.

  • Ability to successfully pass a background check and drug screening.


 


 


Qualifications:


 


Water Tech 1


Education/Experience:



  • High School diploma or equivalent



  • Rotational On-Call availability


 Licenses/Certifications:



  • Valid Colorado Driver License.

  • Colorado Department of Public Health and Environmental Small Water Systems Operator License preferred

  • Class B CDL or ability to obtain within 6 (six) months of hire.


 


Water Tech 2


Education/Experience:



  • High School diploma or equivalent

  • Two (2) years’ experience in water treatment and distribution.

  • Rotational On-Call availability


 


Licenses/Certifications:



  • Valid Colorado Driver’s License.

  • Possession of a Colorado Department of Public Health and Environment Water Treatment Operator Class ‘C’ License or greater.

  • Class B CDL or ability to obtain within 6 (six) months of hire.

  • Class 2 Distribution License



Water Tech 3


Education/Experience:



  • High School diploma or equivalent

  • Four (4) years’ experience in water treatment and distribution. 

  • Knowledge of federal, state, and local regulations relating to water quality and safety.

  • Strong commitment to safety, environmental responsibility, and regulatory compliance.

  • Proficient in Confined Space Entry Procedures. 



  • Rotational On-Call availability


 


Licenses/Certifications:



  • Valid Colorado Driver License.



  • Class B CDL or ability to obtain within 6 (six) months of hire.



  • Possession of a Colorado Department of Public Health and Environment Water Treatment Operator Class B License or greater.

  • Class 3 Distribution License



Physical Demands (All Levels):



  • Standing, sitting, talking, hearing, seeing, reaching, walking, bending, lifting, climbing, and stooping squatting, pushing/pulling, twisting at waist, upward and downward flexion of neck, side-to-side turning of neck. .

  • Must be able to lift up to 75 pounds. 

  • May be exposed to chemicals and other hazardous materials.

  • The work may expose employee to high places, dangerous machinery and its moving parts, sharp tools, fumes, chemicals and / or toxic substances.

  • The position will require travel to various work sites and mobility in extreme weather conditions.



  • Occasional work in confined spaces

  • Exposure to multi levels of noise.



  • Ability to drive a 4-wheel drive truck.

  • Exposure to harsh weather conditions of all types.



Work Environment:


Work is performed in outdoor locations, garages, and workshops, with exposure to varying weather conditions, including extreme heat, cold, rain, or snow.


Regular exposure to loud noise and vibrations from tools, equipment, and vehicles.


Exposure to fumes, chemicals, and airborne particles associated with automotive repairs, requiring the use of personal protective equipment (PPE), such as gloves, safety glasses, steel-toed boots, and respirators.


Occasionally required to work in confined or elevated spaces while adhering to safety and Confined Space Entry protocols.


On-call duties may require extended or irregular hours, including nights, weekends, and holidays, to address emergencies.
