Web Application Developer, Information Technology Services: UTIA

This position develops web-based applications and Microsoft 365-based tools for the University of Tennessee Institute of Agriculture. Working under the direction of senior Information Technology Services staff, the Web Application Developer partners with ITS colleagues and campus clients to gather requirements, evaluate technology options, build solutions, test functionality, troubleshoot issues, and support implementation. The position also leads small- to medium-scoped IT projects, manages project timelines and scope, reports progress through ITS project tracking systems, and helps ensure solutions align with UTIA branding, accessibility, quality, and security standards.

• Develop and maintain custom web applications and digital solutions for UTIA units, faculty, staff, and students.

• Partner with ITS colleagues and clients to gather requirements, evaluate options, and design effective solutions.

• Build, test, troubleshoot, deploy, and support applications that meet functionality, accessibility, security, and quality standards.

• Lead small- to medium-scoped IT projects, including scope, timelines, priorities, and progress reporting.

• Create efficient web-based processes and forms for clients using Microsoft tools.

• Support data centralization efforts to reduce redundancy across the Institute.

• Provide regular project updates and incorporate feedback from UTIA leaders, supervisors, and ITS staff.

Required Qualifications:

• Education:
  • Bachelor's degree in computer science or related field; an equivalent combination of education, training, and experience may be considered.
• Experience: 
  • Three years of experience in .NET application development may be considered in lieu of the bachelor's degree requirement.
• Knowledge, Skills, Abilities: 
  • Ability to conceptualize technical solutions, build and test applications, solve problems, and apply solutions effectively.
  • Ability to work both independently and in a team environment.
  • Skilled in documenting processes and procedures for technical and non-technical audiences.
  • Demonstrated critical thinking, decision-making, and planning skills.
  • Demonstrated ability to use web development tools such as Visual Studio, Visual Studio Code, and Microsoft 365 tools.
  • Knowledge of web design, data integration, and development languages and platforms such as .NET, C#, JavaScript, CSS, HTML, HTML5, and MS SQL.
  • Knowledge of basic database administration; ability to apply quality, accessibility, and security standards; excellent written and oral communication skills.
  • Intermediate project management skills
  • Intermediate Microsoft product knowledge and skills.

Preferred Qualifications:

• Experience: 
  • Experience in Higher Education
  • Five years of progressive experience in a professional environment; two years of experience designing solutions with Microsoft 365; and three years of experience developing .NET applications.
• Knowledge, Skills, Abilities: 
  • Demonstrated ability to program in .NET, C#, or JavaScript.
  • Demonstrated ability to build solutions in Microsoft 365.
  • Knowledge of version control systems such as Git.

• Location: Knoxville, Tennessee

• Work arrangement: Onsite or hybrid work arrangement may be considered based on departmental needs and University policy.

Compensation and Benefits:

• UT market range: MR10
• Anticipated hiring range: $62,000 - $70,000
