Description

The Part-Time WIOA & Career STEP Program Compliance Specialist supports the administration and delivery of the Workforce Innovation and Opportunity Act (WIOA) and Career STEP programs. This position assists with program compliance, participant eligibility and enrollment, case management, documentation, and performance reporting. The Specialist works closely with the WIOA Director and case management staff to ensure program policies, procedures, and applicable federal, state, and local requirements are consistently followed while providing high-quality support and services to participants. This position is 100% funded by MSP and DWDA WIOA and Career STEP programs. 


 


Preferred Qualifications



  • Masters Degree preferred 

  • Experience working with WIOA, Career STEP, workforce development, case management, or other federally or state-funded programs preferred.

  • Knowledge of workforce development programs, participant eligibility requirements, and case management practices preferred.

  • Strong organizational and documentation skills with attention to detail.

  • Ability to maintain confidential information and handle sensitive participant records appropriately.

  • Strong written and verbal communication skills.

  • Ability to work independently while also collaborating effectively with staff and community partners.

  • Proficiency in Microsoft Office and the ability to learn and utilize program-specific management information systems.

Duties and Key Responsibilities:



  1. Assist the WIOA Director with the administration, implementation, and oversight of WIOA and Career STEP programs.

  2. Support compliance with applicable federal, state, and local laws, regulations, policies, procedures, and program requirements.

  3. Conduct participant interviews to determine eligibility and assess employment, education, and training needs.

  4. Assist participants with completing applications, obtaining required documentation, understanding program requirements, and completing the enrollment process.

  5. Provide case management support, including monitoring participant progress, maintaining regular communication, documenting services, and assisting participants in achieving their employment and training goals.

  6. Maintain accurate, timely, complete, and confidential participant files and case notes in accordance with WIOA, Career STEP, and organizational requirements.

  7. Monitor participant participation and compliance with program requirements and provide appropriate follow-up and support.

  8. Coordinate referrals to approved training providers, employers, educational institutions, workforce partners, and community resources.

  9. Assist with performance tracking, data entry, reporting, and maintenance of accurate information in required management information systems.

  10. Review participant and program documentation for completeness, accuracy, and compliance with applicable policies and procedures.

  11. Assist in preparing documentation and records for monitoring visits, audits, reviews, and other compliance activities.

  12. Identify potential compliance or documentation issues and communicate concerns to the WIOA Director or appropriate staff for resolution.

  13. Respond to participant inquiries and provide professional, timely, and exceptional customer service.

  14. Collaborate with workforce partners, educational institutions, employers, community organizations, and other stakeholders to support participant success.

  15. Assist with outreach, recruitment, orientations, workshops, and other program activities as needed.

  16. Maintain knowledge of current WIOA, Career STEP, and related workforce program policies, procedures, and requirements.

  17. Perform other duties and special projects as assigned by the WIOA Director.


 


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:



  • Computer proficiency in Microsoft Word, Excel, Outlook email and calendar management.  

  • Ability to multi-task and prioritize and communicate clearly and effectively in a timely manner.

  • Strong written and verbal business communication skills.

  • Strong organizational skills with attention to detail. 

  • Ability to collaborate with others and work as part of a team.


PHYSICAL DEMANDS AND WORK ENVIRONMENT:


While performing the duties of this job, the employee is regularly required to do the following:



  • Communicate with others in person, phone, and via email.

  • Sit, use hands to handle or feel, and reach with hands and arms.

  • Must be able to lift up to 30 pounds.

  • Must have ability to walk, climb stairs, stand, bend, kneel and squat.
