FINANCE OFFICER

Applications are invited for a position of Finance Officer at St Kieran’s Catholic Primary School, Tuart Hill. The position is Part time (0.8), Full time (1.0) can also be considered depending on successful applicant. The appointment is classified Level 5 Administration and Technical Officer position under THE ROMAN CATHOLIC ARCHBISHOP OF PERTH NON – TEACHING STAFF ENTERPRISE BARGAINING AGREEMENT 2014.

The successful applicant will have a demonstrated commitment to Catholic education and to the safety and wellbeing of children.

The successful candidate will be appropriately qualified and/or experienced, demonstrate enthusiasm and ability to provide the appropriate expertise in bookkeeping and be able to provide assistance to the Principal whilst supporting and respecting the ethos of the school and its environment.

The successful applicant will be subject to a Working with Children Check and a National Police Record Check. 

POSITION: Finance Officer 

REPORTING TO:  Principal 

TENURE: Part Time (0.8), Full Time (1.0) depending on successful applicant (Temporary for 2024 with the possibility of ongoing 2025)

CATEGORY AND LEVEL: Level 5 

SALARY AND BENEFITS:           

  • The salary and conditions are in accordance with EBA Agreement

 KEY SELECTION CRITERIA: 

  • A strong commitment to Catholic Education 
  • Extensive experience in bookkeeping
  • Experience in financial procedures including accounts receivable, accounts payable, preparation of Business Activity Statements, and general ledger processing.
  • Sound knowledge and demonstrated ability of relevant accrual accounting practices. 
  • Excellent interpersonal and communication skills 
  • Advanced computer skills and knowledge including experience in financial programs, Microsoft Word, Excel and Internet Applications. 

 OTHER ATTRIBUTES REQUIRED: 

  • Strong organisational skills and ability to manage time effectively. 
  • Ability to prioritise work 
  • Friendly and approachable manner 
  • Ability to work as part of a team whilst still accepting responsibility for your own tasks. 

 CONDITIONS OF EMPLOYMENT: 

  • The appointment will be subject to a satisfactory National Police Record Check and Working with Children Check. 
  • Employment is conditional upon compliance with Child Protection and Safety Policy and Child Safety Code of Conduct, and any other policies or procedures relating to child safety. 

QUALIFICATIONS AND EXPERIENCE: 

  • A relevant qualification in Accounting, Business or a related field would be an advantage, but is not essential. 
  • Extensive experience with financial or bookkeeping functions. 
  • Experience in a school environment would be an advantage but is not essential. 

DUTIES: 

  • Preparation and maintenance of school financial records including: 
    1. Prepare monthly Business Activity Statement 
    2. Prepare bank reconciliations on a weekly basis for the general bank account and a monthly basis for all other school accounts including credit card and, if applicable, term deposits 
    3. Complete monthly reconciliations for balance sheet items including fixed assets, loans, leases, GST and miscellaneous clearing accounts.
    4. Process monthly general ledger journals and complete end of month process
    5. Generate and present monthly financial statements for review by the Principal including Profit and Loss Statement, Balance Sheet, Cash Flow Statement and associated documentation.
    6. Summarise and present monthly financial statements for review by the School Advisory Committee including Profit and Loss Statement, Balance Sheet, Cash Flow Statement, and associated documentation. 
    7. Maintain school fixed asset register. 
    8. Liaison with school leadership staff regarding applicable budget allocations and expenditure 
    9. Maintain CDF bank signatories, credit cards, ATO authorised contact.
    10. Maintain project control sheets for capital projects. 
  • Complete financial compliance requirements including: 
    1. Prepare of all financial documents for interim and final external audit
    2. Complete all balance day adjustments and end of year requirements.
    3. Complete the financial reporting pack for audit.
    4. Complete the annual financial statement (AFS) and Financial Questionnaire (FQ)
    5. Complete the Collection of Statistical Information (COSI) for CEOWA
    6. Assist with the preparation of Fringe Benefits Tax return data and submission of the return to CEOWA Finance Team
    7. Generation of school and student data files as required by various Government Departments and Catholic Education Office of WA (CEOWA), if required   
  • Undertake the accounts receivable function for the school including: 
  1. Generation of all invoices including school fees, associated charges and sundry items 
  2. Preparation and maintenance of school fee direct debit schedules 
  3. Application of relevant credits to debtor’s accounts
  4. Administration of school fee concessions and discounts
  5. Administration of school fee debt collection 
  6. Administration of school fee enrolment deposits and application fees (if applicable)
  7. Preparation of monthly school fee reconciliations 
  • Undertake the accounts payable function for the school including: 
  1. Manage the procurement and purchase of supplies for the school. 
  2. Payment of invoices in a timely manner and in accordance with payment terms
  • Assist with the administration of the payroll function for the school including: 
  1. Assist with the setting up employee contracts. 
  2. Process payroll journals on a fortnightly basis
  3. Process casual relief timesheets and staff based additional hours.
  • Assist with the insurance policies for the school including: 
    1. Completion of annual employer declaration (Form B)
    2. Lodgement and liaising of insurance claims.
  • Oversee the financial processes of the trading activities of the school including: 
    1. 3-Year-Old Kindergarten
    2. OSHC
    3. Hire of Facilities 
  • Undertake duties of the school office including: 
  1. Provide informed and friendly customer service to all students and parents/guardians. 
  2. Other duties as directed by the Principal.
