About Us
As part of the Newfoundland and Labrador Health Services, the Digital Health division provides quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation, and support health research. We support healthcare within Newfoundland and Labrador, including patients and communities through the delivery of information technology (IT) and digital health services applied in the healthcare system to provide quality care. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.

In alignment with the Provincial Health Accord, NL Health Services will be replacing Meditech Magic and Client Server, CRMS as well as other digital health systems with a new leading- edge Health Information System (HIS). This project will be the largest health care system implementation ever launched in Newfoundland and Labrador.

EPIC has been selected as the preferred digital health solution for this HIS project. This transformational change will allow us to join other Canadian provinces in the modernization of our provincial health information system. In support of the HIS project, it has been determined that the NL Health Services will require recruitment for positions in Clinical Informatics, Information Technology, Analytics and Change Management.

About the Role
As a Computer Systems Analyst II you will be assigned to the Community Services - SDOH (Social Determinant's of Health) Application . The Computer Systems Analyst II will work with other Analysts and interface team to establish such patient data exchanges. They require either a knowledge of corresponding the Province operations, or a HIS certification of the application they will be implementing. The Computer Systems Analyst II will be expected to be cross trained between 1-2 applications.

Travel to Wisconsin (United States) for training is an expectation of this position. The scheduled date for this training is May 13th, 2024. A valid passport will be required.

The Computer Systems Analyst II reports directly to the Informatics Manager- Population Management and Community Services.

You will be responsible for, but not limited to, the following:
- Collaborate with representatives from all roles in Community Services and work on documenting new workflows.
- Work with other clinical application implementation teams to identify ways the applications support workflows and configure Community Services application accordingly.
- Coordinate and communicate with all other personnel, including phlebotomists, managers, and representatives from nursing, medical records, and other business entities.
- Working closely with other Analysts and communicate with our end users and representatives from ancillary departments, such as lab, radiology, and pharmacy.
- Coordinate/oversee project- related activities, and tasks assigned to analysts.
- Accountable for the education, implementation, integration, support, evaluation, and enhancement of clinical software applications.
- Responsible for maintaining dependable and accurate data in Health Information Systems while ensuring these systems support clinical standards.

- Work with our Web server administrator to coordinate the timing of hardware implementation and to brand the application.
- Identify users who will access patient records via EHR Link such as referring providers, referred to providers, and contracted providers.
- Determine criteria and workflows used to establish relationships between patients and EHR Link users.
- Determine the patient population each EHR Link user can access.
- Understand the objectives for implementing an HIS and can recognize opportunities for process redesign that will help our organization maximize the benefits of the implementation.
- Understand and account for a vast array of integration points.
- Analyze workflows and documentation, including use case development.
- Elicit and translate business and technical requirements into appropriate technical specifications.
- Work with end-users to define, execute and track test scenarios and ensure appropriate end user training.
- Establish and maintain effective working relationships with clients across all levels of the organization.
- Communicate and document business and IT information in line with agreed processes and procedures effectively.
- Facilitate and lead group meetings such as workshops while documenting outcomes.
- Provide input and advice on IT solution strategies, plans and deployments.
- Ensure adherence to governance and Digital Health Division standards (e.g., privacy and security).
- Provide oversight, advice, and guidance to high paced teams.
- Ensure that area leads and other key SMEs are engaged in the implementation, specifically in the details for workflow analysis, build, and testing.
- Support change management and deployment of new software systems.
- Manage the implementation, support, and recommendation for enhancement of clinical software applications in the health system.
- Provide ongoing consultation and support for users of clinical applications from a variety of clinical perspectives for complex and program specific clinical information systems.
- Develop and implementing policies and procedures for providing support for clinical applications in the health system.
- Consult with application users, program managers, information systems staff, application support personnel, vendors/private businesses, and public stakeholders to identify implementation issues and work with management of the program to resolve issues.
- Develop application training materials and manuals for users of clinical applications within the health system and provide application training when required.
- Facilitate feedback and communication among end users, management, and the regional and provincial stakeholder groups through participation in regional and provincial committees and user groups to promote system usage and improve data consistency.
- Optimize use of current reporting capability in the clinical applications and support the development of additional report specifications when required for the effective management of client programs and service delivery through advocacy, training, and consultation with program managers.
- Analyze the clinical information requirements of the organization through consultation with managers and professional staff and evaluating opportunities for using clinical applications to meet identified needs and improve efficiencies.
- Facilitate the review of new clinical information systems with prospective users of the and provide feedback from the consultations to the management team.
- Collaborate with various stakeholders at all levels to review and assess application usage and data quality through periodic audits for compliance with regional, best practice and legislative standards, and identifying strategies to improve compliance.

About You
Your education and experience include:
- Graduation from a recognized university with a Computer Science Degree, or a bachelor's degree supplemented by a recognized graduate diploma in Information Technology (minimum one year), or a three-year Information Technology diploma from a recognized technical college.
- Willing to acquire Epic Certification; prerequisites, participate in Epic training/education sessions, complete self-assessments and successfully challenge the certification exam
- Minimum of five years' progressively responsible experience in enterprise IT Infrastructure in areas of Data Center, Networking and Unified Communication with focus in system design, planning, installation, and administration.
- Minimum of five years' experience in the health system in a clinical discipline, health information or information technology in a community-based service.
- Minimum of five years' experience in CRMS.
- Experience providing technical advice to project teams and management including working with vendors on complex multi-stakeholder projects.
- Experience providing team leadership.
- IT certifications in MCSE, Cisco, Mitel, Cloud Networking/ Dev-Ops and ITIL are considered an asset.
- Familiar with Community based services operations.
- Familiar with Community care management workflows and procedures
- Communicate well with managers, care coordinators, nurses, and social workers.
- Knowledge of social determinants of health and community services
- Understand how SDOH interacts operationally with other areas of the health system.
- Understand quality measures.

You have the following skills and abilities:
- Strong analytical and problem-solving skills.
- In-depth knowledge of several technologies (i.e., Microsoft Exchange Email, Azure, Anti-spam products), VOIP / Cellular based unified communications systems, networking (LAN/WAN) and related protocols, firewalls, operating systems, servers, storage, service provider networks, infrastructure design and management, data centre management, structured wiring, application support and development, enterprise management, and business services.
