Technical Specialist for Basic Education

Advancing Basic Education in the Philippines: ABC+ Project is USAID- funded project. The activity will work with the Government of the Philippines to support improved literacy in mother-tongue, numeracy, and social and emotional learning (SEL) in grades K-3. 

ABC+ Project is hiring Technical Specialist for Basic Education to support the Second Congressional Commission on Education (EDCOM II). The Second Congressional Commission on Education (EDCOM II) was passed into law in July 2022 with the mandate of conducting a “comprehensive national assessment and evaluation of the performance of the Philippine education sector for the purpose of recommending transformative, concrete and targeted reforms in the sector with the end in view of making the Philippines globally competitive in both education and labor markets” in the next three years, from 2023 to 2025. The same law provides for the creation of a Technical Secretariat which shall provide technical and administrative support to the Commission.

 In line with these aims, ABC+ Project is in need of a Technical Specialist with the relevant knowledge and experience in basic education.

Scope of Work and Deliverables

· Handle the design, the timely implementation, and the efficient delivery, of the assigned committee’s work plan and milestones;

· Develop and manage the assigned committee’s budget;

· Organize meetings and consultations for the assigned committee;

· Undertake researches and data analysis for review of the EDCOM Commissioners, the Advisory Council, the Standing Committees, and the Executive Director, as needed;

· Draft monthly, quarterly, and annual reports for submission to the Commission;

· Prepare briefers, official communications, reports, and other documents, as needed;

· Manage a database and maintain relationships with relevant stakeholders;

· Prepare documentation required for meetings, consultations, and other activities; and

· Perform other tasks as may be assigned by the Chief Technical or the Executive Director.

Working Relationships

· Will report directly to the Chief Technical Specialist of EDCOM and ABC+ Chief of Party;

· Will serve as the main liaison between members of the Standing Committee, coordinating closely with the Chair, Co-Chairs, members, and their staff;

· Will work closely his/her counterpart in the Philippine Institute for Development Studies (PIDS) in relation to the research plan, and in the design of consultations;

· Will work closely with the Legal Consultant to map out existing and proposed policies, and to formulate bills for legislation; and

· Will work closely with the Communications Team to implement the communications and advocacy strategy, including but not limited to, the dissemination of research findings, the documentation of events/consultations, and campaigns relating to policy recommendations.

Minimum Required Education and Experience  

· Bachelor’s degree in a relevant field and 5 years of experience or Master’s degree and 3 years of experience;

· At least 4 years of relevant work experience in one of the six committees identified;

· Knowledge and understanding of the Philippine education system is preferred;

· Demonstrated capacity in project management;

· Able to gather, process, and analyze data with minimal supervision

Partnering with RTI on ReachHealth are the Johns Hopkins Center for Communications Programs (JH-CCP) and Duke University Global Health Innovation Center (GHIC). The team will support Philippine counterparts—primarily the Department of Health (DOH), the Population Commission (POPCOM), Philippine Health Insurance Corporation (PhilHealth), civil society, and the private sector—to identify and respond to local root causes of poor FP/MNH outcomes.
