JobDescription (Roles and Responsibilities) 1

The BritishEmbassy Riyadh is part of a worldwide network that represents theUKs political economic security and consular interests overseas. Weare currently recruiting for a fulltime Head of Corporate Services(HCS) for Policy Finance HR and Compliance on a fixedterm contractof two (2) years.

The HCS (Policy Finance HR andCompliance) is responsible for the KSA Networks corporate handlingof policy and service standards finance human resources andcompliance ensuring these are managed in line with central policyrequirements. The jobholder will be required to provide strategicdirection to Corporate Services leading an efficient cost effectiveand professional team to deliver all services to the Partners onplatform.

As a leader in corporate delivery thejobholder will require excellent management interpersonal andcommunication skills tact discretion and an ability to deliverconsistently across a broad range of responsibilities. Thejobholder will be required to show an understanding for sensitivityin handling Embassy and host governmentrequirements.

In particular we are looking for askilled manager able to bring the best out of his/ her staff andable to organise the work and team to ensure delivery whilstadhering to Embassy protocol andstandards.


Duties andresponsibilities:

  • CorporateServices Communications Policy and Standards(50%)
  • Work with DeputyDirector of Corporate Services to agree and deliver CorporateServices strategy across the Network setting and monitoring servicelevel agreements/ the local corporate services charter with keyperformance indicators.
  • Actively build anddeepen relationships with key stakeholders internally withinregional and global hubs and with external partners (at otherdiplomatic missions government departments and suppliers) tomaintain informed and corporate knowledge.
  • Ensure that Corporate Services has full use ofselfservice access including for regionalised services
  • Lead and manage CS reports to deliver qualitycustomer service to internal stakeholders.
  • Instil a continuous improvement mentalitywithin the team leading on corporate projects and changemanagement.
  • Lead and deliver CorporateServices communication strategy agreeing and disseminating keymessages on corporate services within KSA Network engaging seniormanagers and One HMG partners.
  • Provide adviceto senior managers and One HMG partners on complex corporateissues.
  • Engage analyse and report ondevelopments in the Foreign Commonwealth and Development Office(FCDO) Corporate Services policy highlighting opportunities to theDeputy Director of Corporate Services.
  • Research and draft local policies to ensure they are aligned toglobal and local requirements and are adopted by all Partners onplatform.
  • Finance andcompliance (25%)
  • Overseethe local delegated budget (c4m) in accordance with corporatepolicies/ Corporate Services Finance to ensure onbudget expenditureand value for money.
  • Develop and implementfinance improvement plans.
  • Monitor MAPcompliance risks ensure action is taken where needed and report onprogress and remaining risks to the Deputy Director of CorporateServices.
  • Lead on opportunities for savingsacross the Network submitting recommendations and proposals to theDeputy Director of Corporate Services.
  • Overseeand seek to optimise Posts revenue raising activity including onVAT refunds and income from Estate assets (e.g. Residencegardens).
  • Manage post engagement on internalaudit under the leadership of Deputy Director of Corporate Servicesand ensure that internal audit recommendations are addressed in atimely way.
  • Ensure Post compliance with dataprotection requests.
  • Ensure that KSA Networkhandles Country Based Staff (CBS) payroll in a timely wayhighlighting anomalies and accurately maintaining auditinformation.
  • Lead on all Corporate Servicesprocurement and tendering provisions above10000.
  • Work with the Deputy Director ofCorporate Services and Head of Corporate Services Estates andTransport to plan and establish resource and developmentneeds.
  • Review and refine the financialelements of business cases drafted by the team to support Networkpriorities and lead on securing financial approval from therelevant teams in FCDOHQ.
  • Human resources(15%)
  • Maintain an updatedKSA network offer for Country Based Staff (CBS) including on termsand conditions of service pay and benefits and performancemanagement in compliance with local labour law.
  • Provide guidance and act as an escalationpoint on sensitive staff matters for diplomatic and Country BasedStaff including management issues and dispute resolution engagingwith the Regional HR Hub in Abu Dhabi where necessary.
  • Champion and embed a collaborative andinclusive work culture
  • Lead on resolvingcomplex employee sponsorship cases with Government Relations Teamand Ministry of Foreign Affairs
  • Act as firstdirect liaison point for staff associations and committees andparticipate in PeopleCommittee.
  • Other localrequirement (10%)
  • Act asmember of Crisis Team undergoing training and standing ready forduty in the case of any crises at Post.
  • Develop coach and mentor the team effectively allocating andprioritising their work and managing their performance in line withFCDO requirements. The jobholder will manage six (6) direct reportsand have oversight of 19 staff members.
  • Ensurewellbeing and engagement are maintained within the CorporateServices Team seeking regular feedback.
  • Provide cover for the Deputy Director of Corporate Services whenrequired.

The above list is notexhaustive and the jobholder will be required to be flexible asspecific responsibilities could change in the future and this wouldbe at the discretion of the line manager and Senior Management. Thejob description may be reviewed to meet changes in business needs.The jobholder may also take on other ad hoc tasks as and whenrequired.

Eligibility:

  • The successfulcandidate must be able to secure a local residence and work permitin Saudi (iqama) OR already have the right to work and reside inSaudi.
  • The British Embassy provides visasponsorship. The successful candidate will be required to transfertheir visa under the Embassyssponsorship.
Essential qualifications skills and experience 1
  • Middlemanagement experience ideally for at least 610 years and preferablywith direct involvement in HR and/ or finance policy andimplementation.
  • Experience in managingcrossfunctional teams ideally for at least 610years.
  • Budget management experience ideallyfor at least 610 years.
  • Experience in managingsuppliers and outsource delivery.
  • Holds atleast a bachelors degree in finance management HR or a relatedfield.
  • A confident communicator with excellentinterpersonal skills and proven ability to engage at all levelsinternally and with external stakeholders. Ability to challenge andinfluence senior stakeholders.
  • Excellentcommunication skills in English both verbal and spoken. Able toexpress ideas and messages clearly and concisely both orally and inwritten communication.

The Embassyaims to offer an attractive working environment and remunerationpackage for this role.

Monthly salarydetails:

  • Base Salary SAR15385
  • Housing Allowance SAR 3846 (subject toeligibility)*
  • Travel Allowance SAR 500(subject to eligibility)*
  • Total SAR19731
  • Allowancesare not payable to staff who receive official provision for suchexpenditure in some other form. Spouses/ Dependents of UKBSofficers working at the Embassy are not eligible to Housing orTravel Allowance.

Noaccommodation nor relocation expenses are payable in connectionwith this position.

This position is fulltimebased on 35 hours per week. Normal working hours for the Embassyare from 08:00 to 15:00 from Sunday to Thursday with core workinghours from 10:0015:00. Core working hours is the period of the daythat employees are required to be at work. The working day outsideof the core hours is a flexible period which allows employees tochoose when they work subject to operationalneeds.

The jobholder will be required to beflexible in their approach to hours worked as these will bedictated by operational needs and may involve working out of hours(evening and weekend); in this case flexible working or time off inlieu to compensate will be planned. Flexible working arrangementsmay be considered based on operational requirements and agreementwith the line manager and in line with FCDO and Embassypolicies.

Although the role is based in Riyadhthe jobholder should also be prepared to conduct regular travel toour Consulate General in Jeddah.

The successfulcandidate will be subject to a 90day probationaryperiod.

The successful candidate will berequired to transfer their iqama under the Embassyssponsorship.
