Position Summary

The Construction Director is the PMC's senior field delivery executive responsible for the integrated oversight of all onshore, marine, and subsea construction activities associated with the Solar PV, BESS, HVAC transmission, substations, and Indonesia–Singapore subsea interconnector works. Acting independently on behalf of the Owner through the PMC appointment, the role provides governance, assurance, leadership, and performance management across multiple EPC/EPCI contractors—particularly major Chinese contractors and suppliers—to ensure construction is executed safely, efficiently, and in accordance with project objectives while protecting the Owner's interests and supporting successful energisation and commercial operation.

Role Purpose

The Construction Director is the PMC's senior construction leader responsible for providing independent oversight, governance, assurance, coordination, and leadership of all project construction activities across the renewable generation, energy storage, transmission, substations, and subsea cable workstreams.

The role acts on behalf of the Project Owner through the Project Management Consultant (PMC) appointment and is accountable for ensuring that EPC/EPCI contractors execute their works safely, efficiently, and in accordance with approved project requirements.

The Construction Director does not directly manage construction execution crews and does not assume EPC Contractor responsibilities. Instead, the role provides leadership and oversight of all site and marine construction activities, ensuring effective planning, contractor performance management, interface management, construction readiness, quality assurance, and commissioning preparation.

The position is critical in coordinating multiple international contractors, including major Chinese EPC and equipment suppliers, across geographically dispersed project locations in Indonesia and Singapore.

Key Responsibilities

1. Construction Leadership & Governance

• Lead all PMC construction activities across Solar PV, BESS, Transmission, and Subsea Interconnector assets.
• Establish construction governance, standards, procedures, and reporting frameworks.
• Provide strategic leadership to site construction teams and ensure alignment between project execution plans and field activities.
• Act as the senior PMC construction representative to the Owner, EPC/EPCI contractors, and key stakeholders.

2. Construction Delivery Oversight

• Oversee safe, efficient, and compliant execution of all construction works.
• Monitor progress, productivity, quality, and contractor performance across all project assets.
• Ensure adherence to approved schedules, methodologies, permit conditions, and contractual requirements.
• Drive resolution of construction issues and interface challenges.

3. EPC/EPCI Contractor Management

• Manage and challenge contractor execution strategies, resource plans, and recovery schedules.
• Assess readiness for key milestones and major construction activities.
• Lead construction performance reviews and escalate critical concerns as required.
• Verify progress reporting through independent field validation.

4. Construction Readiness & Planning

• Lead construction readiness reviews covering engineering, procurement, logistics, permits, workforce, and site readiness.
• Ensure work packaging, sequencing, and critical-path activities are adequately planned and resourced.
• Monitor construction risks and mitigation measures.

5. Marine & Subsea Construction Oversight

• Provide strategic oversight of marine, offshore, and subsea cable installation activities.
• Review marine execution plans, vessel mobilization, weather-risk management, and contractor performance.
• Manage interfaces between offshore and onshore construction activities.

6. Interface Management

• Ensure effective management of interfaces between solar, BESS, substations, transmission systems, interconnector facilities, utilities, EPC contractors, and commissioning teams.
• Proactively identify and resolve interface risks before impacting project delivery.

7. HSE & Quality Leadership

• Champion a zero-harm culture and ensure contractor compliance with HSE requirements.
• Lead quality assurance oversight, audits, inspections, and non-conformance resolution.
• Promote best-practice safety and quality standards across all project locations.

8. Schedule, Logistics & Supply Chain Management

• Monitor construction progress against approved baselines and validate contractor progress claims.
• Lead recovery planning for schedule risks and delays.
• Oversee logistics, material availability, long-lead equipment deliveries, customs clearance, and preservation requirements.

9. Commissioning & Turnover Readiness

• Ensure construction activities support commissioning and energization objectives.
• Lead turnover planning, mechanical completion, handover coordination, and punch-list management.
• Facilitate a smooth transition from construction to commissioning and operations.

Key Accountabilities

The Construction Director is accountable for:

• Safe execution of all construction activities.
• Delivery of construction milestones in line with approved schedules.
• Effective management of EPC/EPCI contractor performance.
• Construction quality compliance and regulatory adherence.
• Management of critical construction interfaces and risks.
• Readiness for mechanical completion, commissioning, and energization.
• Accurate and transparent reporting of construction performance.
• Successful delivery and handover of project facilities.

Minimum Requirements:

• Bachelor’s degree in Engineering, Construction Management, or a related discipline.
• Minimum 20 years’ experience in major capital project delivery.
• Minimum 10 years in senior construction leadership roles.
• Proven track record delivering projects exceeding US$1 billion.
• Extensive experience managing EPC/EPCI contractors and large multidisciplinary construction teams.
• Strong experience in power, transmission, renewable energy, or major infrastructure projects.
• Demonstrated capability leading multinational and multicultural project organizations.

Preferred Qualifications

• Utility-scale Solar PV projects.
• Battery Energy Storage Systems (BESS).
• High-voltage transmission and substations.
• HVAC/HVDC networks and grid infrastructure.
• Marine, offshore, and subsea cable installation projects.

Highly Desirable Qualifications

• Experience managing large international EPC/EPCI contractors and global supply chains.
• Proven experience delivering cross-border energy, power transmission, or infrastructure projects.
• Experience leading multicultural and geographically dispersed project teams.
• Experience working in Southeast Asia, particularly within complex regulatory and stakeholder environments.
• Strong knowledge of FIDIC-based EPC contract structures and administration.
• Experience overseeing major marine, offshore, and subsea construction campaigns.
• Experience managing interfaces between renewable generation assets, transmission infrastructure, and grid connection facilities.
• Demonstrated capability in contractor performance improvement, recovery planning, and schedule acceleration.
• Experience delivering projects involving significant imported equipment, international logistics, and customs coordination.
• Familiarity with commissioning, energization, and operational readiness processes for large-scale energy infrastructure projects.
• Experience working on projects with multiple contractors, joint ventures, and complex stakeholder interfaces.
• Proven track record of achieving construction milestones under challenging schedule, logistics, or site conditions.
