Job Description - Manager (Resource Strategy)

[What the role is]

The mission of the Singapore Food Agency (SFA) is to ensure and secure a supply of safe food for Singapore. As part of SFA's efforts to enhance food security and resilience, the Resource & Research Management Division plays a critical role in the planning and development of sustainable food infrastructure.

The core responsibilities for this position are to lead strategic initiatives to shape land infrastructure policies, secure private investment funding and build partnerships with key stakeholders to realise our vision for the Lim Chu Kang (LCK) region, and to develop ownership modalities and future development plans for key infrastructure projects. By driving these strategic initiatives and partnerships, this role will play a crucial part in shaping a robust and sustainable food ecosystem that supports Singapore's long-term food security goals.

[What you will be working on]

Strategy and Policies

  • Review and develop land infrastructure policies and regulatory levers to drive productive land use and sustainable food infrastructure.

  • Develop strategies to secure funding for shared infrastructure and services projects, including designing co-investment models.

  • Manage financial and manpower planning, budgeting, cash flow management, controller or treasury options for LCK.

  • Establish frameworks to manage financial, operational and regulatory risk, including forecasting, risk analysis and developing mitigation plans.

  • Assess policy developments that could impact LCK strategic objectives and operations.

  • Develop appropriate ownership modalities for land and building infrastructure, including through setting up corporate structures such as Company Limited by Guarantee (CLG) for Design-Build-Own-Operate (DBOO) facilities, to achieve strategic objectives.

  • Manage secretariat support for multi-agency Taskforce shaping Singapore’s future fresh food systems, including stakeholder coordination and workstream management to ensure timely completion of key deliverables.

Partnership Development and Management:

  • Assess and establish strategic partnerships (e.g. through MOUs/MOAs) with key stakeholders, including government agencies, private-sector investors, industry partners (e.g. farmers, anchor tenants), to foster collaborative growth.

  • Negotiate and finalise agreements for shared infrastructure and services that are aligned with projected demand and market needs with proper governance.

  • Identify and mitigate commercial risks to ensure business continuality associated with shared infrastructure and services to ensure resilience.

Requirements

  • Experience in partnership development, policy and strategy formulation, or economics/business modelling will be an advantage.

  • People-centric management with skillsets in leading, developing and motivating team members to achieve collective goals.

  • Excellent analytical and strategic planning skills, with the ability to develop well-considered solutions.

  • Strong relationship-building and stakeholder management abilities.

  • Experienced in negotiations with commercial, governmental and international entities.

  • Self-motivated, and possess strong writing and communication skills.

  • Relevant qualifications and/or skills in strategic planning and finance/statistics (e.g. commercial viability and cost-benefit analysis).

  • Comfortable working with ambiguity and uncertainty.
