Hours of work: 9:00am – 5:00pm   

    

Compensation:   

Salary Range (Grade B/775 Hay Points): $109,876-$155,953   

    

Responsibilities:   

This position will be responsible for the implementation of the CBTC, Capital and MTA IT programs from the perspective of job functions, training, personnel capabilities, procedures, and processes. This position will support the implementation of the CBTC program and other technology projects through industry research and global best practices in the areas of maintenance strategies, operating strategies, Human Resource and Labor Relations. This position will identify and develop strategies for implementing the organizational changes within the Department of Subways (DOS) required by the introduction of the new systems. This position will work closely with the operating divisions in identifying gaps in the operation, procedures, and staff, where they relate to the implementation of new systems, projects, and operating initiatives, and ensure that this implementation is guided by the overarching strategy of DOS.   

    

The selected candidate will be responsible for identifying, communicating, researching, publishing, and implementing industry and global best practices, related to the organizational changes driven by Capital and MTA IT projects, as well as the initiatives driven by the DOS leadership. Working closely with the operating divisions, the Director will, through workshops and research, identify the areas where the workflows, skills and capabilities of the operating divisions will be impacted by new projects, and see the necessary organizational changes to completion, including the affected rules, procedures, hiring practices, labor agreements, and organizational structures.   

    

The selected candidate will lead DOS efforts on identifying Human Resources and Labor Relations impacts of capital projects, MTA IT projects, operating initiatives, and organizational restructuring; partner with the operating divisions on the appropriate response plans, interface with MTA Human Resources and Labor Relations, and drive the initiatives to fruition; ensure that the proposed modified job functions, training, and personnel capabilities are responsive to the systems delivered under the Capital and MTA IT programs; engage with operating division stakeholders and Subject Matter Experts to draft and implement Maintenance Plans and Centralized Monitoring plans, including Concepts of Operations; and, develop timelines for the implementation of these changes and ensure that the timelines are in alignment with project schedules and account for interdependencies with other large-scale projects, efforts, and initiatives.      

    

Education and Experience:
A baccalaureate degree from an accredited college in public administration, economics, computer science, marketing, or engineering. Eight (8) years of related experience and five (5) years must have been in a managerial or supervisory capacity, or a satisfactory equivalent of education and experience.

  • Demonstrated proficiency in Microsoft Office Suite or similar applications, i.e., Word, Excel, PowerPoint, and Outlook.

    

Selection Method:   

Based on evaluation of education, skills, experience, and interview.   

    

All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
