Job Description - Transportation and Support Services Manager

Job Description

Montgomery College, Public Safety, Health & Emergency Management Office, Central Services, has an immediate need for a full-time Transportation and Support Services Manager . This is a grade 31, exempt non-bargaining position. The normal work schedule is in-person Monday through Friday, 8:30am - 5:00pm. This position may be eligible for some remote work, depending on department needs. The Transportation and Support Services Manager is responsible for developing and overseeing transportation programs and supporting programs that have close interaction with the core functions of the Public Safety, Health and Emergency Management Office. The incumbent implements, manages and coordinates the daily operations of a transportation system including planning, fiscal management, project management, parking management, relationship management, safety, compliance, equipment, and staff.

Duties include but are not limited to:

  • Manages the parking and transportation program. Implements and recommends new or revised operational policies and procedures to ensure safety and efficiency in all transportation activities.
  • Manages the shuttle program coordinating contracts and ensuring service delivery. Coordinates with Montgomery County Department of Transportation for shared transportation programs. Researches, evaluates, and improves shuttle system service needs by engaging the College community for feedback and implement improvements.
  • Hires, trains, and supervises subordinate staff managing workflow and guiding through work activities and projects to ensure performance standards and goals are met. Identifies areas of improvement and provides feedback for continuous improvements.
  • Oversees daily and special event parking operations and coordinates with parking staff and public safety to facilitate the issuance of parking citations and other related matters. Recommends fees and fines and administers the citation appeals process.
  • Partners with internal and external stakeholders to meet capacity needs and manage relations with transportation providers to ensure the achievement of required service levels. Oversees contracts for the operations of essential services provided by external partners. Monitors internal and external staffing needs for sufficiency.
  • Coordinates parking and transportation related construction and maintenance projects and impact on parking with Facilities Office staff.
  • Coordinates with the Public Safety Central Dispatch supervisor needs for the Motor Vehicle Administration (MVA) and other systems access such as the National Crime Information Center.
  • Develops departmental budgets in conjunction with divisional management. Monitors expenditures for attainment of financial plans and goals. Monitors transportation, and parking costs, service level agreements, and performance metrics to identify and resolve problems and achieve efficiencies.
  • Manages the support of auxiliary public safety, health and emergency management programs such as security systems and technology, access, and camera control as directed.
  • Ensures administrative records are properly maintained and direct the preparation of reports and correspondence related to activities and services. Develops and implements training manuals.
  • Perform all other duties as assigned.

Knowledge, Skills and Abilities

  • Knowledge of best practices and principles in the parking and transportation industry.
  • Knowledge of budget, fiscal, project, contract, and records management.
  • Knowledge of the Americans with Disabilities Act regulations and public safety operations.
  • Knowledge of computerized vehicle registration, permitting, and ticketing systems.
  • Knowledge of internal and external customer service principles and practices.
  • Skill in verbal and written communications, interpersonal relations, organization, critical thinking, analysis, problem solving, and leadership.
  • Proficient use of a personal computer and applicable software.
  • Ability to adapt to a rapidly changing environment and meet deadlines.
  • Ability to apply analytical and critical thinking skills.
  • Skill in customer service.
  • Knowledge of internal and external customer service principles and practices.

Required Qualifications:

  • Bachelor's degree in business or public administration or a related field. The equivalent combination of education, training, certification and/or experience that provides the required knowledge and expertise to perform the essential functions of the job may be considered.
  • Five years supervisory/managerial experience using best practices and principles in the parking and transportation industry in a large metropolitan area or college/university.
  • Two years project management and operating and maintaining computerized vehicle registration, permitting, citations, and citations appeals system.
  • One year working in or supporting a public safety operation. Training and experience in security systems understanding public safety interworking's.
  • Training in locksmithing.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship.

Licenses and Certifications:

  • Driver's license. A good driving record may be required.
  • Centralized/networked access control systems certification.

The hiring range is $76,679 to $99,671 annually. Initial salary placement is based on candidate experience and internal equity.
