Job Description - Vice President, Financial Services - Dynamic Team

Momentum Agencies is one of the leading non-profit companies in caring for individuals with development disabilities and is seeking a Vice President, Financial Services to join our team!

The Vice Present, Financial Services reports to the Chief Financial Officer (CFO) and is responsible for directing, organizing, planning and administering a comprehensive spectrum of financial functions, including: revenue, reimbursement, expenditure management, internal controls, compliance audits, budget development and analysis, cost accounting and reporting, Medi-Cal and other health care billing, financial information and reporting systems, grant programs, fund management, as well as other healthcare revenue management programs and initiatives in alignment with funding regulations as well as Local, State, and Federal law.

Vice President, Financial Services Essential Responsibilities:

  • Plans, develops, organizes, and directs the work of financial services in support of residential, nursing, and direct service programs for pediatrics through older adult services.
  • Develops a wide variety of financial models for the purpose of maximizing funding with the California Department of Developmental Services (DDS), Regional Centers (RC), the California Department of Health Care Services (DHCS) and Medi-Cal, and other Local, State, and Federal agencies.
  • Provides organizational-wide technical and administrative direction through subordinate supervisors and professional staff in the areas of budget development and analysis, fiscal forecasting and financial condition, cost accounting and benchmarking, reimbursement and other funding programs, new fiscal program formulation, cash flow projections, forecasting of performance measures, revenue maximization strategies, and financial systems.
  • Directs oversight activities including planning and implementation related to Medicare, Medi-Cal, private carrier funding and programs, as well as endowment and fundraising activities and restrictions.
  • Directs the review, analysis, and interpretation of Medicare and Medi-Cal cost reports, as well as private insurance carriers, and coordinates the appeals activities resulting from audit disallowances.
  • Monitors legislation and provides technical advice and guidance organization-wide regarding legislative policies and changes that impact programs and services, and incorporates their fiscal impact into forecasting and monitoring activities.
  • Develops, installs, integrates, ensures maintenance, and administers automated and manual accounting and budgeting systems to safeguard assets, accurately report financial condition, project revenues and expenditures, ensure compliance with reporting requirements.
  • Identifies and provides recommendations and solutions on highly technical and complex problems or issues which have significant financial impact on operations.
  • Directs the preparation, administration, and control of the annual budget, including the review and analysis of budget requests, and makes recommendations in accordance with program priorities.
  • Coordinates administration of internal auditing operations in monitoring adherence and compliance with established policies, procedures, and controls, reporting results to the Chief Financial Officer, and reviewing and making recommendations to improve the effectiveness of systems and procedures.
  • Directs the compliance activities with existing reimbursement requirements, including those of the California Health Facilities Commission, Medicare, Medi-Cal, and other State and Federal agencies.
  • Develops financial policies and procedures, tasks and standards, and Key Performance Indicators (KPIs) for organizational use.

Vice Present, Financial Services Qualifications:

  • Bachelor’s degree in Accounting, Business, Finance, Economics, or related field AND ten (10) years' of progressively responsible experience in healthcare financial management; required
  • Ten (10) years' experience overseeing functions such as budget development and analysis, fiscal forecasting, cost accounting, reimbursement or other related healthcare funding and/or fiscal systems for a large health care organization; required
  • Five (5) years' of the required experience must have been serving in a nonprofit organization in a director level role within/over a finance division; required
  • Certified Public Accountant certification; highly preferred
  • Prior experience in nonprofit audit firm experience; highly preferred
  • Prior experience in disabilities industry highly preferred. Prior experience in multiple funding source and merger system integration; highly preferred

Skills and Knowledge:

  • Effectively manages employees and regularly provides constructive feedback, as well as celebrates successes
  • Ability to multi-task and work on multiple projects
  • Ability to work collaboratively with multiple departments and organizations
  • Excellent knowledge in multiple technology platforms including, Outlook, Word, Excel, etc.

Requirements:

  • Ability to run, push, pull, bend, squat, kneel, and lift up to twenty-five (25) pounds
  • Successfully pass all post-offer, pre-employment screening requirements, including criminal background check, references, and provide proof of eligibility to work in the United States
