Position Summary & Responsibilities

Position Summary:

The Assistant Audit Director performs advanced audit activities to support the Audit Director. Assists with overseeing the day-to-day operations and with supervision of Audit division staff. Provides operational guidance and tactical direction to audit staff in consultation with the Audit Director and ensures that the audit plan is worked according to the schedule. Translates the strategic direction of the Director into assignments and instructions for team leads and staff. Monitors the audit system templates to ensure compliance with IIA standards, GAGAS, GAAS, and GAAP. Reports to the Audit Director. Works under minimal direction with extensive latitude for initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Assists the Audit Director in providing supervision and managerial guidance to the division employees.
  • Ensures that audits are conducted in accordance with generally accepted government auditing standards, the International Standards for the Professional Practice of Internal Auditing, and with generally accepted auditing standards.
  • Helping develop audit steps, policies, procedures, and risk assessments for varied audit types.
  • Monitors work performance and provide input for performance evaluations.
  • Resolves employee issues according to agency policy.
  • Ensures the professional development of division personnel through activities such as on-the-job training, job rotations, and special assignments and projects.
  • Performs other related duties as assigned and attends required training.
  • Works with the Audit Director to resolve operating problems internal to the division functions.
  • Performs ongoing planning functions to meet performance targets and improve operations while following division and agency policy and procedures.

Job Responsibilities may include but are not limited to the following:

Auditing

This position performs complex audits outside the expertise of most of KDADS's Auditors and leads audit assignments, which include planning, executing, directing, and completing audits assigned by the Audit Director.

Nursing home Medicaid reimbursement program - in accordance with generally accepted auditing standards, plan and conduct audits of financial statements, cost reports, and other miscellaneous records from nursing facility providers who provide service to Medicaid residents to (1) determine compliance with Kansas Medicaid program reimbursement regulations, policies, and procedures, (2) determine allowable costs, and (3) adjust the reimbursement rates according to the findings and program limits.

Grant audits for other programs - in accordance with generally accepted auditing standards, plan and conduct audits of other KDADS programs, partners, and grantees. Review and analyze program providers’ internal controls and accounting systems to evaluate the efficiency and effectiveness of programs administered by the agency. Review and analyze source documents that support financial statements and other data to obtain reasonable assurance that information and data submitted to KDADS are free of material errors.

Use computer spreadsheets to develop work papers that assist in identifying and organizing data into a matrix that facilitates data analysis and supports conclusions as needed. Write reports that convey the results of completed audits describing exceptions (findings), impact on the Medicaid rate, scope, opinion, ownership structure of the audited facility or organization, and other relevant information. Distribute completed reports to providers, their representatives, agency staff, and other stakeholders.

The Audit Director reviews the work for completeness of information, reliability of results, and clarity of the report.

Operations

  • Coordinate and supervise daily operations with the director, such as approving staff leave requests and timesheets.
  • Review and approve work completed by staff auditors, including nursing home cost report desk reviews, field audits, and rebase requests, to ensure accuracy. Maintain a desk review tracking list for the annual desk reviews to track the progress during the nursing home cost report desk review season. Monitor the progress of staff auditors' assignment work through their weekly time reports and report the progress in a summary to the Audit Director weekly for the rest of the year.
  • Assisting in developing and implementing policies and instructions for the office.
  • When requested, provide verbal assistance to providers or their representatives on the correct filing of Medicaid cost reports and other reports required by the agency.

Staffing

At the direction of the Audit Director:

  • Undertaking the hiring process and working with KDADS Human Resources to recruit qualified auditors,
  • Provide guidance and instruction to new unit employees to enable quicker orientation to the methods and processes employed within the unit. Review the work of new unit employees to verify that it is accurate and that all completion standards are met. Work with the new employee to correct errors and resolve discrepancies.

Audit Appeals

Establish, complete, and explain work papers or summaries and recalculate and verify rates for settlement options to assist agency attorneys and the Audit Manager in preparing for the appeal proceedings. Testify to explain and defend his/her action(s) relative to appeals.

Other

  • Maintaining the scheduling of events or meetings and representing the director in meetings or events in his/her absence,
  • Resolve issues that may arise in a timely manner.

Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.

Qualifications

Minimum Qualifications :

  • Bachelor’s Degree with a minimum of 21 hours of accounting
  • Six (6) years of experience examining internal work processes, financial and operational records, and controls to assess effectiveness, record accuracy, and compliance with statutes, regulations, and professional/legal standards.
  • Four (4) years of supervisory experience;
  • Education in accounting/auditing, business administration, or economics may be substituted for experience as determined relevant by the agency.
  • Good leadership, communication, and interpersonal skills.

Preferred Qualifications :

  • CPA, CIA, or other professional auditing or accounting license
  • Knowledge of Medicaid and of OMB Uniform Guidance (OMB Circular A-133, A-122) program requirements
  • Knowledge of statistical sampling methods and RAT-STATS sampling software
