Position Overview

COME JOIN A TRANSFORMATIVE TEAM, with a record of proven, positive impact to the State of Illinois. The Illinois Office of the Comptroller is seeking applicants for the position of Fiscal Administration Public Service Administrator (PSA). 

 

The Comptroller is the chief fiscal control officer for the Illinois government, charged by the constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.

 

Subject to administrative approval of the Director of Budget and Payroll, the Fiscal Administration Public Service Administrator (PSA) serves as liaison for General Assembly and State Officers Payroll. The incumbent manages, coordinates, and effectuates the Workers’ Compensation Program for the Office of the Comptroller, acts as the liaison for the Court Reporting Support Services and serves as the Travel Coordinator for the Office of the Comptroller.

Job Responsibilities

  • Verifies and tracks positions and appointments for Elected Officials, General Assembly and State Officers.
    • Provides Elected Officials, General Assembly and State Officers with payroll forms and life and health plan information.
    • Receives payroll data and creates individual payroll files.
    • Participates in the New Member Conference and Benefit Choice Meetings for General Assembly Members.
  • Acts as a liaison to the Judicial Circuits, Gallagher Bassett, Office of the Comptroller, Office of the Attorney General and the Department of Central Management Services with regard to workers’ compensation issues for payrolls administered by the Office of the Comptroller.
  • Acts as liaison between the Office of the Comptroller and Court Reporting Support Services. Assists with the coordination and monitoring of all requests for service from Court Reporting Services Support.
  • Acts as Travel Coordinator for the Office of the Comptroller. Serves as the Office of the Comptroller Representative on the State of Illinois Travel Council. Assists employees with reservations and the preparation of travel vouchers.
  • Preforms monthly reconciliations of payroll information and provides various monthly payroll reports to the Director for budget purposes.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in accounting, business or public administration.
  • Requires three years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers three years of administrative experience with a government agency in a position with responsibilities providing program support or requiring application of administrative rules
  • Prefers previous professional experience with responsibilities related to flexible spending plans, insurance benefits or other payroll deductions.
  • Prefers previous professional experience with responsibilities requiring application of travel regulations.

  • Requires a thorough knowledge of business administration principles, modern management practices and effective communication techniques.
  • Requires thorough knowledge of office programs and service objectives, activities and operational systems.
  • Requires extensive knowledge of office policies and procedures.
  • Requires ability to develop and manage a major office program.
  • Requires ability to analyze administrative programs and adopt an effective course of action.
  • Requires ability to develop, install, and evaluate new and revised methods, procedures and performance standards.
  • Requires ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
  • Requires ability to develop and maintain satisfactory working relationships with office officials, legislative, judicial and executive branch officials, outside organization representatives and to deal effectively with controversial problems.
  • Requires thorough knowledge of project management techniques, and the principles of effective leadership or supervision.
  • Requires the ability to exercise sound judgment in analyzing, evaluating, and solving problems of a difficult procedural, organizational, administrative, and technical nature.
  • Requires ability to devise solutions to difficult and technical problems, many of which may be of a precedent-establishing and research nature.
  • Requires ability to judge project alternatives in terms of cost effectiveness.
  • Requires thorough knowledge of laws, regulations and policies, and legislative process.
  • Requires working knowledge of personal computers and software.

Benefits

This position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options. Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
