This position also acts as a liaison between other agencies and the courts for the Crime Commission, directs the development of Board of Pardon planning and programs, may develop and interpret legislative proposals, designs and directs analysis/research/surveys within the domain of responsibility, and develops/revises agency rules and regulations within the domain of their responsibility. Job duties A. Provides administrative support to the pardons process, including but not limited to: receiving and processing applications; setting dockets upon consultation with board member representatives; interaction with board members and their representatives; processing of pardons; processing of pardons notifications; and related tasks. B. Acts as liaison with courts and sentencing practitioner, policymakers, and public on pardon-related issues. C. Maintains electronic files, tracks victim whereabouts and notifies them of upcoming pardon board hearings. D. Designs and directs special surveys, studies, policy analysis, and research for assigned areas of responsibility. E. May develop legislative proposals; interprets and provides information related to proposed legislative changes. F. Directs the preparation of responses to inquiries, reports or plans and related materials at the request of the executive director and/or Board of Pardon Member Offices. G. Develops and revises any agency rules and regulations related to areas of expertise. H. May coordinate with various criminal justice and public safety stakeholders on a variety of issues. REQUIREMENTS: Bachelor's degree in public or business administration, accounting or any discipline related to the work assigned. One year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis. PREFERRED: Bachelor's degree in criminal justice, criminology, judicial administration, correctional services, legal studies, paralegal studies, policy analysis, political science, or public administration, and experience handling complex administrative processes including using computer systems for a law enforcement, correctional, and/or regulatory agency. OTHER: This position requires travel. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation. Regular and reliable attendance is required. Training will require meetings with representatives from the Office of the Governor, the Attorney General, and the Secretary of State. Those meetings will likely occur at the Capitol, or in the downtown Lincoln vicinity. Knowledge, Skills and Abilities 1. Independently determines, based on policies, who is qualified for a hearing in front of the Pardons Board. Independently determines the records needed to assess applications and accesses protected systems to review criminal records. Independently determines if an application is complete and accurate, and uses multiple tools to assess accuracy and completeness of submitted materials. 2. Must use board policies, practices, criminal records systems, and legal knowledge to make determinations. Must also work with stakeholders on the board. Decisions impact citizens seeking pardons. 3. An error would most likely result in a person not being considered for a pardon, which can be quickly addressed in a meeting or in a subsequent meeting.
