Job Description - Project Manager, Expanded Learning Opportunity Programs

REPORTS TO: Senior Director of Expanded Learning Opportunities POSITION OVERVIEW:
Project Manager of Expanded Learning Opportunity Programs resides in the Office of Expanded Learning Opportunities within the Office of Family and Community Advancement of the Boston Public Schools, reporting to the Senior Director of Expanded Learning Opportunities with a dotted line to the Deputy Director of ELO. The Project Manager of Expanded Learning Opportunities works closely with the Senior Director of ELO and is responsible for supporting and advancing the district's vision, mission, and goals through building capacity for effective engagement with families and student participation in expanded learning opportunities. Under the direction of the Senior Director of Expanded Learning Opportunities, the Deputy Director of Expanded Learning is at the forefront of supporting the successful implementation of all learning opportunities outside of regular school hours including Before and After School Programs, February and April Vacation Acceleration Academies, 21st Century Programs and 5th Quarter Summer Programs. The Project Manager of Expanded Learning Opportunity Programs supports the ELO Executive director in overseeing, coaching and evaluation of ELO personnel, budget, curriculum, program development and operations for initiatives, activities and services including operational and programmatic of all expanded learning opportunities. The Project Manager of Expanded Learning Opportunity Programs will be responsible for making recommendations to district policies that measure and support student outcomes within Expanded Learning Opportunities and contribute to advancing the mission of the Boston public Schools. The position will have a particular emphasis on creating meaningful opportunities for authentic input and feedback from students and families participating in these programs utilizing the data to inform shared decision making and overall ELO programmatic experiences. This position will serve in a project manager role within the office of OFCA and the Project Manager of Expanded Learning Opportunity Programs will also be responsible for having previous school leadership expertise or similar profession with evidence of having positively impacted student academic and other measurable outcomes used to measure student progress and school accountability. RESPONSIBILITIES :
Family Support and Engagement Strategy:
  • Develop and implement a comprehensive strategy to engage families in expanded learning opportunities.
  • Collaborate with stakeholders to identify barriers to family involvement and develop solutions to address them.
  • Organize outreach events, workshops, and informational sessions to facilitate meaningful connections between families and expanded learning program enrollment.
  • Identify the needs of families participating in expanded learning programs and connect them with appropriate support services.
  • Design and implement systems for centralized registration opportunities for ELO 5th quarter and other out of school time programs.
Data Management and Reporting:
  • Collect and maintain data on family participation, program/project outcomes, and impact.
  • Prepare regular reports and presentations on program activities, outcomes, and trends for internal and external stakeholders.
  • Use data analysis to identify areas for program improvement and inform decision-making processes.
Project Planning and Implementation:
  • Develop project plans, timelines, and budgets for expanded learning initiatives.
  • Coordinate with stakeholders to define project goals, objectives, and deliverables.
  • Oversee the execution of project activities to ensure alignment with organizational objectives and timelines.
Program Coordination:
  • Coordinate the logistics of expanded learning programs, including support with scheduling, staffing, and resource allocation.
  • Collaborate with program leaders and staff to ensure alignment of family advancement initiatives with program goals and objectives.
  • Monitor program activities to ensure compliance with organizational policies and procedures.
  • Manage purchasing, tracking, distribution & invoicing of supplies and materials for programs and teams
  • Facilitate budget transfers to school budgets
  • Work with ELO Team to complete contracts and other procurements requirements for all ELO programming.
Staff Training and Development:
  • Provide training and support to staff members involved in family advancement and program coordination.
  • Foster a culture of collaboration, communication, and continuous improvement among program staff.
  • Promote professional development opportunities to enhance staff members' skills in engaging and supporting families.
Perform such other tasks and responsibilities as may be assigned by the Chief Family Advancement Officer. QUALIFICATIONS - REQUIRED :
  • Bachelor's degree in education, social work, family studies, or a related field.
  • 3 to 5 years of proven leadership experience in educational program management.
  • Demonstrated success in authentic family support and advancement, data management and program coordination
  • Must have a cultural and linguistic growth mindset and the ability to develop strong professional relationships across departments and other constituencies across the city and state.
  • Strong community relationships and ability to develop partnerships across diverse constituencies including community based organizations, grant managers and philanthropic organizations in state and nationally.
  • Ability to think critically, solve problems and adapt to changing educational landscapes as well as the ability to work in a high pressure and fast paced environment
  • Previous experience in program coordination, family engagement, or community outreach, knowledge of best practices in family involvement within educational settings.
  • Strong interpersonal, communication, and organizational skills.
  • Ability to work collaboratively with diverse stakeholders, including families, staff, and community partners.
  • Proficiency in data management and reporting.
  • Current authorization to work in the United States
  • An understanding of and commitment to gain greater understanding of what is necessary for an urban school system to enjoy continuous improvement in an increasingly complex and competitive environment.
  • A deeply held and unyielding belief in the overarching mission of public education.
QUALIFICATIONS - PREFERRED :
  • Master's Level Education
  • Bilingual or multilingual
  • 3+ Years in Expanded Learning Opportunity and/or partnership management experience
  • Experience in district administration
  • Familiarity with Boston and Boston Public Schools
