Job Description



This position is in support of the Greensboro Influx Care Facility located in Greensboro, NC. The purpose of the facility is to provide comprehensive care for migrant youths ages 13 to 17 in the Care of the Office of Refugee Resettlement (ORR) who are awaiting reunification or repatriation. This care will begin as soon as the youths arrive at the facility and last until their arranged departure with family or sponsors. The comprehensive care includes but is not limited to; initial screening and exams, identifications of prior conditions and allergies, day to day care of routine, urgent and emergency medical conditions and administration of medical records. The Project Manager/Clinic Manager is the key operational enabler supporting the clinical team in the delivery of the capability set out within the contract. This role has the overall responsibility to lead the site management team to ensure the highest level of services are delivered to the client within the contractual and legal requirements. The Project Manager/Clinic Manager is the key practical interface in the provision of personnel, logistic and operational integration with external agencies.

Key Responsibilities:

  • Responsible for the administration, conduct and performance of all staff, including leave and rest, duty rosters, staff discipline, pay and allowances, travel, security, medical and general welfare of the contracted staff, management of subcontractor relations.
  • Coordinating with cross discipline team members to make sure that all parties are on track with project requirements, deadlines, and schedules.
  • Managing and delivering aspects of personnel induction on site
  • Manage and oversee facilities ongoing training plan.
  • Meeting with project team members to identify and resolve issues.
  • Submitting project deliverables and ensuring that they adhere to quality standards.
  • Preparing status reports by gathering, analyzing, and summarizing relevant information
  • Establishing effective project communication plans and ensuring its execution
  • Facilitating change requests to ensure that all parties are informed of the impacts on schedule and budget.
  • Ensuring that all Standard Operating Procedures (SOPs) and Policies are implemented and followed by all staff.
  • Obtaining customer acceptance of project deliverables.
  • Managing customer satisfaction within project transition period.
  • Conducting post project evaluation and identifying successful and unsuccessful project elements.
  • Assist Operations in developing yearly budgets.

Personnel Management/Staffing

  • Identifies staffing needs and continuously monitors staffing levels and adjusts as appropriate to meet various clinical care and operational objectives.
  • Ensures effective utilization of staff and departmental resources.
  • Monitors overtime requirements in accordance with minimum and optimal staffing levels, and applicable surge requirements.
  • Develops and manages in-service educational programs for relevant staff when internal workflow changes occur.
  • Evaluates employee performance against departmental and personal goals and objectives.
  • Provides corrective counseling with appropriate documentation to staff members when necessary.
  • Assists with coordination of medical transfers from project to a higher level of care. Leadership
  • Demonstrates visibility and accessibility to staff by making regular rounds, staff communication, and meetings.
  • Creates an environment that fosters a positive working culture and innovative patient care.
  • Assess and communicates departmental need for equipment and supplies.
  • Participates and promotes continuous quality improvement and management programs implementing and communicating corrective action plans and interventions.

Qualifications



Required Skills and Knowledge

  • Minimum of 3 years’ project management experience, preferably in a challenging geographical location
  • Experience of working in a busy medical clinic essential
  • Bachelor’s degree
  • Demonstrable experience of leading a large team of clinical and non-clinical staff
  • Excellent planning and organising skills.
  • Accuracy and attention to detail
  • Excellent communication skills
  • Good knowledge of clinical administrative processes
  • Excellent IT skills including use of electronic medical records systems
  • Good computer skills and the ability to operate MS Office with Outlook, Word, and PowerPoint
  • Ability to work calmly and effectively under high-stress work conditions
  • Ability to work within a multi-disciplined team, with clinical and non-clinical personnel
  • Discretion and confidentiality when dealing with personal and sensitive information
  • Extremely flexible, and have the ability to cope with stressful situations;
  • Results oriented and able to meet project deliverables.
  • Cultural sensitivity and awareness with the willingness to work with a foreign national patient population

Preferred

  • Experience on a military site, working as a government subcontractor or prime contractor is preferred.
  • Master’s in healthcare field, Public Administration, Business Administration, or related discipline
  • Experience with Detention health or Migrant health care is preferred.
  • Bilingual in English/Spanish preferred.
  • Experience with Joint Commission International or JCAHO regulations
  • Physical Demands
  • Work is normally performed in a typical interior/office work environment.
  • Work involves sitting and standing for prolonged periods of time.
  • May require bending, stooping, and lifting up to 15 lbs.

  • US Citizen
  • Must be able to relocate to Greensboro NC Area for duration of contract.
  • Must Pass a Child Abuse and Neglect Check and Federal Background Check.

Requirements:

  • Must have a valid U.S. passport due to contract requirements.

Compensation | Min: $165,150 Max: $171,125

Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
