Job Description - Senior Human Resources Analyst

General Statement of Duties Closing Date: This position closes, Monday April 15, 2024. Performs complex professional work in human resource administration; does related work as required. Essential Duties
  • Performing high level, complex and sensitive investigations; Must be able to prioritize work and efficiently, use good judgment to determine facts and produce a quality report in a timely manner.
  • Provide guidance and assist departments in conducting investigations.
  • Provide support to supervisors and agency heads in the areas of performance management and the discipline process.
  • Testify in grievances; and scheduling, organizing and providing information for grievance hearings.  
  • The selected candidate should be able to interface and interact with all departments, including our Public Safety partners, with confidence and ease.  
  • Other potential duties include managing and tracking military leave; updating and tracking required posters; tracking, reconciling and analyzing statistical data; scanning documents; organizing files; responding to Virginia Employment Commission requests for information in a timely manner and participating in fact-finding hearings; managing light duty requests; performing related work as required.
  • Must be able to demonstrate sound judgment in when and how to effectively communicate clear and concise information to upper management/administration, stake holders and partners.
Extensive knowledge of the principles and practices of human resource administration as they may relate to the division assigned; ability to present ideas and recommendations clearly and concisely both orally and in writing; ability to establish and maintain effective working relationships with County officials, employees and the public; ability to evaluate applicants' qualifications accurately and to conduct interviews effectively; good oral presentation and training skills; ability to learn the technical work and procedures of a human resource area such as job analysis, job classification, salary determination, employee selection, training, computer Technology or benefits administration; ability to keep statistical records and to make regular and special reports; good knowledge of personal computers and/or automated systems and the ability to enter, retrieve and analyze data; tact; courtesy. Minimum Qualifications Human Resources Analyst III:  Possession of a bachelor's degree, preferably in personnel or human resources administration, public administration or a related field, and four (4) years of professional human resources work experience in employee relations and/or investigations; OR, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. (Expected hiring range -- HP.28 $63,313.40 - $69,537.71) Senior Human Resources Analyst: Possession of a bachelor's degree, preferably in personnel or human resources administration, public administration or a related field, and five (5) years of professional human resources work experience in employee relations and/or investigations; OR, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. (Expected hiring range -- HP.30 $69,537.71 - $71,187.15) Additional Information It is imperative that the person in this position use good judgment regularly, be able to think critically under pressure, and have strong problem-solving and decision-making skills.  Five (5) to seven (7) years of directly related experience is preferred. This position may be under-filled at a HR Analyst I or II level depending on the qualifications of the successful candidate and the needs of the organization at the time of hire. If underfilled, the expected hiring range will fall below the listed salary range on the posting. A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.
