DWS, in partnership with our parent company HCLTech, is supporting a specialist local government systems provider as they transition from a long-standing on-premise to a new cloud-based solution.
We are seeking a Local Government Rates & Revenue Domain Specialist to work in an advisory capacity , partnering closely with our existing team to help shape a compelling business proposal for this transition.
Initially this role is to ensure that the business case is: grounded in real world rates & revenue operations, credible to councils, articulated in language councils trust, and focused on value, risk, and practicality; not technology for the sake for technology.
In time, the role will then move into supporting our team in a council client-facing role with up to 100 different councils, and supporting in the cloud transition from a functional perspective.

About You
The ideal candidate will be Ex-local government / council , with an expert level specialisation in Rates & Revenue , or an independent advisor who has worked extensively with Australian councils on Rates & Revenue matters.
You will bring:

• A very significant career history of relevant Australian local government experience
• Deep hands-on operational understanding of Rates & Revenue functions
• The ability to clearly articulate council perspectives and realities
• Experience translating complex rates operations into clear business narratives
• Confidence working alongside change and transformation professionals
• Independence and credibility; you are not a salesperson or system implementer

This role requires deep professional expertise in Australian local government Rates & Revenue , including:

• End-to-end ratepayer and property billing processes
• Rate setting, modelling and calculation practices
• Valuation data usage and impacts (including supplementary valuations)
• Concessions, rebates, objections, remissions and deferrals
• Revenue collection, payment processing and reconciliation
• Arrears management, debt recovery and enforcement processes
• Legislative, compliance and audit sensitivities specific to Rates
• Common operational pain points and risks within council rates functions

You will use this knowledge to inform, test and strengthen the business narrative underpinning the cloud transition business proposal.

Key Responsibilities

• Partner with our existing team to develop a credible, council-relevant business proposal
• Provide Rates & Revenue subject matter insight to inform value propositions and messaging
• Validate business assumptions using real council operational experience
• Articulate benefits, risks and change impacts from a council perspective
• Pressure-test proposed narratives to ensure they will resonate with council decision-makers
• Contribute content, insights and language suitable for reuse in future proposals
• Help ensure the cloud transition story reflects how councils actually operate today
