About the NDIS Quality and Safeguards Commission

The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent

agency established on 1 July 2018 to improve the quality and safety of NDIS supports and

services. The NDIS Commission is the dedicated national regulator of NDIS service providers

in Australia and a non-corporate entity under the Public Governance, Performance and

Accountability Act 2013 (PGPA Act).

The NDIS Commission’s core legislative functions

  • Uphold the rights of, and promote the health, safety and wellbeing of, people with

disability receiving supports or services, including those received under the NDIS.

  • Develop a nationally consistent approach to managing quality and safeguards for people

with disability receiving supports or services, including those received under the NDIS.

  • Promote the provision of advice, information, education and training to NDIS providers

and people with disability.

  • Secure compliance with relevant legislation through effective compliance and

enforcement arrangements.

  • Promote continuous improvement amongst NDIS providers and the delivery of

progressively higher standards of supports and services to people with disability.

  • Develop and oversee the broad policy design for a nationally consistent framework

relating to the screening of workers involved in the provision of supports and services to

people with disability.

  • Engage in, promote and coordinate the sharing of information to achieve the objects of

the relevant legislation.

  • Provide NDIS market oversight, including:

i. by monitoring changes in the NDIS market which may indicate emerging risk
ii. by monitoring and mitigating the risks of unplanned service withdrawal.

Regulatory Policy, Insights and Review Division

The Regulatory Policy, Insights and Review Division provides a pivotal role in elevating the
NDIS Commission's understanding of regulatory trends and systemic risks, guiding strategic
impact, and navigating the complex landscape of the NDIS market. The Division supports
the NDIS Commission’s delivery of legislative functions through strategic policy
development and advice, market design and oversight, research, data and analysis
activities, major projects and initiatives.

The Division also supports the NDIS Commissioner with inquiries and reviews, delivery of
NDIS workforce initiatives and administration of a grants program. The Division brings
expertise, evidence and perspective to the NDIS ecosystem and the NDIS Commission’s
regulatory program.

Officers in this Division innovate and think strategically, analyse data and evidence and
work together to solve complex policy issues affecting the experience of NDIS participants
receiving NDIS supports and services. The Regulatory Policy, Insights and Review Division
consists of the following functions:

Strategic Programs team

The NDIS Commission commenced operations across all states and territories as a
Commonwealth statutory authority progressively from 1 July 2018, aligning with

implementation of the NDIS in each jurisdiction. This included the rollout of an annual
Grants Program to support the implementation of regulation of the NDIS Sector.

During the commencement of NDIS reform in 2023-24, the NDIS Commission refreshed the
Grants Program with this strategic programmatic approach, to better align with NDIS
reform objectives, as recommended in the NDIS Review and the Royal Commission into
Violence, Abuse, Neglect and Exploitation of People with Disability (Disability Royal
Commission).

This Grants Program has direct alignment with Australia’s Disability Strategy 2021–2031,
and continues to contribute to the National Agreement on Closing The Gap, through close
alignment with Priority Reform Two, which encourages organisations from the
Community-Controlled Sector to apply for grant opportunities to build the capacity of First
Nations people to access high quality and safe disability supports and services.

The design, management and evaluation of the Grants Program is implemented by the
Strategic Programs team.

Key duties

Guided by the Assistant Director, the Senior Programs and Evaluation Officer will

contribute to the design, management and evaluation of the Grants Program for the NDIS

Commission.

The Senior Programs and Evaluation Officer will also:

  • Support and promote the NDIS Commission’s vision, mission and business objectives
  • Support embedded evaluation, including analysis, monitoring and review of the Grants

Program initiative and associated activities

  • Perform independent research and analysis activities, including the preparation of quality

learning reports, to support evidence-based decisions

  • Work with independence, under limited guidance and make decisions with some

autonomy that relate to role

  • Confidently liaise and develop productive working relationships with other work streams,

external agencies and stakeholders on grants, policy, initiatives or operational issues

  • Prepare briefing papers and Ministerial correspondence for presentation to senior staff

and the Executive

  • Behave in accordance with the APS values.

Skills, knowledge and personal attributes

Our ideal candidate will have a positive, contemporary attitude toward people with
disability living an ordinary life, free from harm.

Our ideal candidate will also have:

  • High level communication skills, particularly written and oral
  • Experience in supporting design and implementation of measurement and evaluation or

impact assessment approaches in complex programs

  • Experience in grant program design, implementation, management and/or evaluation
  • Experience developing qualitative and quantitative data collection tools, analysing data

and presenting findings

  • Ability to lead pieces of work and deliver successful outcomes in a complex and agile

work environment

  • Confidence in working independently or under limited guidance
  • The ability to flexibly work across a series of projects and policy areas
  • The ability to adapt to changing demands and respond in a fast moving environment
  • The ability to gain knowledge about specific work areas of the NDIS Commission in a

short timeframe

  • An understanding of the NDIS Quality and Safeguarding Framework and the NDIS Act

2013.

Desireable

  • Familiarity with Commonwealth grant administration practices
  • Experience with complex governance requirements, preferably in the Commonwealth

government environment

  • Lived experience of disability or demonstrated understanding and experience of disability

services in a State or Territory Government context or the NDIS

  • Relevant qualifications.

Pre-Employment Requirements

To be considered in this role, candidates will need to:

  • be an Australian citizen
  • have a favourable National Police Check
  • have or be willing to obtain and maintain a Baseline Vetting security clearance. Should

business need arise, be willing to obtain and maintain a Negative Vetting Level 1 or

The selection panel (usually 3 people) acquires as much information as they consider

necessary. This may include contacting referees and undertaking an interview. A work

sample test and/or psychometric testing may also be included in the assessment. The
