Job Description - Project manager - management of change

Business Unit: Central Region Function: Projects Job Code: 704726 Project Manager - MLX Project (Management of Change) 452 Flinders Street 2-Year Fixed-Term, Full-time The Project Manager - MLX Project (Management of Change) will effectively manage projects in accordance with the requirements of the V/Line Project Governance and Management procedures. In this role, you will be focused on the most effective outcomes for V/Line and stakeholders to ensure projects produce the required deliverables of quality, change control process, senior management briefings/alignment and alliance integration. This essential work is to be completed with quality, time, and cost at front of mind while safeguarding both V/Lines rights and obligations under the Partnership Agreement and the Regional Infrastructure Lease (RIL). Reporting to a Senior Project Manager, you will manage resources, schedules, financials, and adherence to stage-gate quality and project safety and risk requirements throughout the project life cycle, as well as contribute to process improvement initiatives to ensure successful and on-time project delivery. The scope of this role may include objectives documentation, integration of Authorised Rail Operator (ARO) obligations in Alliance documentation, change control process mapping, onsite supervision of activities, documentation across the full life cycle of the project, completions, and operational readiness activities. You could be one of our 2,700 committed team members who are up to the challenge. About The Role Responsibilities:

  • Coordinating with V/Line and LXRP Alliance SMEs: Liaise between the project team and Alliance stakeholders to develop IMS-compliant documentation.
  • Project Deliverables: Ensure project deliverables align with V/Line’s quality control, safety standards, and regulatory compliance; Facilitate seamless progress through CCB stage gates as the project advances.
  • Effective Asset Management: Oversee utilisation, maintenance, and accounting of project assets from inception to closure; Establish Work Packages and assign/delegate to a Work Package Leader.
  • Risk Management: Lead risk assessments, contribute to risk registers, and develop mitigation strategies; Ensure risk closeout and acceptance.
  • Continuous Improvement: Identify and develop improvement actions between the Alliance and V/Line for Management of Change (MOC) and Safety Systems Assurance (SESA) requirements; Apply insights from projects to enhance construction, design, and third-party access efficiency and oversee adoption.
  • Project Scoping and Cost Management: Fully scope works required for project delivery, including ‘Key Requirements’ and associated costs; Execute project management following the approved V/Line methodology.
  • Integration and Planning: Facilitate creation and integration of Alliance and V/Line work programs and key deliverables; Develop necessary project plans (Operational, Quality, Project Management, etc).
  • Approvals and Consultations: Ensure all required approvals and consultations are obtained for managed projects; Consider large project scope and obtain V/Line’s safety, maintenance, and operational sign-off.
  • Early Works Packages: Identify early works packages that can accelerate overall project program and implementation.
About You To be eligible for this opportunity, you must meet the following essential requirements:
  • Bachelor of Engineering
  • AIPM Accreditation: Accreditation to the Australian Institute of Project Management (AIPM) is required, or the ability to gain accreditation within 12 months of commencement.
  • Project Management: Demonstrated expertise with over 10 years of project management, including successful delivery of major projects in rail and heavy industries.
  • Stakeholder Management: Proven ability to work with multiple business stakeholders within a cross-functional and complex matrix environment, preferably in a government agency.
  • Management of Change (MOC): Track record of effectively implementing MOC and delivering engineering improvements in railway operations projects.
