About the NDIS Quality and Safeguards Commission
The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent agency

established on 1 July 2018 to improve the quality and safety of NDIS supports and services. The

Commission is the dedicated national regulator of NDIS service providers in Australia and a non-

corporate entity under the Public Governance, Performance and Accountability Act 2013.

The NDIS Commission’s core legislative functions are to:

  • uphold the rights of, and promote the health, safety and wellbeing of, people with

disability receiving supports or services, including those received under the

National Disability Insurance Scheme

  • develop a nationally consistent approach to managing quality and safeguards for

people with disability receiving supports or services, including those received under

the National Disability Insurance Scheme

  • promote the provision of advice, information, education and training to NDIS

providers and people with disability

  • secure compliance with relevant legislation through effective compliance and
enforcement arrangements, including through the monitoring and investigation

functions conferred on the Commissioner by legislation

  • promote continuous improvement amongst NDIS providers and the delivery of

progressively higher standards of supports and services to people with disability

  • develop and oversee the broad policy design for a nationally consistent framework

relating to the screening of workers involved in the provision of supports and

services to people with disability

  • provide advice or recommendations to the National Disability Insurance Agency

(NDIA) and its Board in relation to the performance of the Agency’s functions

  • engage in, promote and coordinate the sharing of information to achieve the

objects of the relevant legislation, and

  • provide NDIS market oversight, including:

i. by monitoring changes in the NDIS market which may indicate emerging

risk; and

ii. by monitoring and mitigating the risks of unplanned service withdrawal.

Data and Insights


The Data and Insights Team is responsible for the delivery of high-quality analytics models
and data products. Outputs from the Data and Insights team underpin data-driven decision-
making and enable the NDIS Commission to ensure people with disability receive quality and
safe supports and services under the NDIS.


The team is accountable for increasing the value of NDIS Commission data through delivery
of analytics models, data modelling, data analysis and provision of business intelligence.

Key duties
In this role, you will:

  • Lead the development, deployment, maintenance and evaluation analytical models
and analysis tools to solve business problems including

o to understand the distribution of risk within the NDIS system
o to support decision making across the organisation

  • Develop analytical frameworks to understand and model the NDIS system as a
complex adaptive system
  • Facilitate the creation of data products by integrating data from internal and
external sources
  • Undertake statistical analyses of NDIS Commission data
  • Contribute to the development and implementation of the data and analytics
function, including the development and tracking of key indicators, creation of
shared libraries, frameworks and automation
  • Contribute to the preparation of analytics reports for a varied audience, including
routine reporting on key Commission indicators and ministerial briefings
  • Provide subject matter expertise on data analysis and application of data science
methods
  • Provide support and guidance to stakeholders in the interpretation of analytical
results
  • Contribute to good documentation practices that enable replicable processes for
analysis, evaluation, monitoring and quality improvement



Key capabilities
Our ideal candidate will have a positive contemporary attitude to people with disability
and have the following capabilities:



  • High level of proficiency with R or Python
  • Demonstrated ability to design and deliver analytics models, including evaluation of
performance
  • Demonstrated ability to maintain pipelines for data transformation
  • Demonstrated ability to develop collaborative and productive working relationships
with a wide range of internal and external stakeholders on data analytics projects
  • High-level knowledge and skills across a range of data-related functions such as the
statistical analysis of large datasets, systems design, data linkage and management.
  • Effective written and verbal communications skills, including reporting, presentation
and negotiation abilities
  • Highly developed organisational skills and the capacity to manage competing
demands and to meet deadlines

Our ideal candidate will also have:

  • Qualifications in and/or equivalent experience in a discipline such as statistics,
epidemiology, social science, psychology, information technology or data analytics
  • Experience in machine learning

  • Lived experience of disability or demonstrated understanding of disability services in
a State or Territory Government context would be an advantage

Employment suitability requirements
All NDIS Commission personnel are required to meet employment suitability requirements
prior to, and throughout, their employment.

Pre-employment

To be considered in this role, candidates will need to:

  • Be an Australian Citizen
  • Have a favourable National Police Check
  • Have or be willing to obtain and maintain a Baseline Vetting security clearance. See

  • If the position involves working with children and/or vulnerable people, the
appropriate check for this will also be required to be undertaken
  • Complete an NDIS Commission external influences and associations declaration
form.

Ongoing suitability

NDIS Commission employees are required to comply with the APS Code of Conduct,

including to at all times behave in a way that upholds the APS Values and Employment

Principles, and the integrity and good reputation of the NDIS Commission and the APS.

The NDIS Commission completes regular internal screening, monitoring and assessments

to ensure all employees meet employment suitability requirements.

Shortlisting
Shortlisting is undertaken to identify the applicants with the strongest claims.

Further assessment
The selection panel (usually 2-3 people) acquires as much information as they consider

necessary. This may include contacting referees, undertaking an interview, a work sample

test and/or psychometric testing may also be included in the assessment. The contact
