Job Description - Workplace Health & Safety Manager

The Workplace Health & Safety Manager is responsible for providing OH&S advice and guidance, to promote and continually improve the health and safety practices of the MAP Co organisation; to foster an inviting and safe environment for all stakeholders, including staff and visitors to Federation Square. The position actively works within the organisation to achieve the OH&S objectives in the Corporate Plan. This role will be responsible for the development, review, implementation, administration and education of MAP Co’s health, safety and wellbeing programs which enables best practice strategies to support staff, visitors, events, and tenants.

Organisation Overview

MAP Co is a state government entity responsible for the delivery of the Melbourne Arts Precinct Transformation project as well as the operations, programming, promotion and maintenance of Federation Square and the new Melbourne Arts Precinct public spaces.

Set to boost Melbourne's standing as a creative and cultural capital and to harness the immense potential of one of the most vibrant arts corridors in the world, MAP Co is delivering capital projects including the $1.7 billion Melbourne Arts Precinct Transformation project that includes, The Fox: NGV Contemporary, a new gallery dedicated to contemporary art and design; an 18,000 square metre public open space in the heart of the precinct; significant upgrades to the State Theatre; and new restaurants and bars throughout the space.

Federation Square supports a diverse mix of businesses that service residents, CBD workers and local and international visitors alike. It is proudly home to nationally significant resident cultural institutions the Koorie Heritage Trust (KHT), the Ian Potter Centre: NGV Australia (NGVA) and the Australian Centre for the Moving Image (ACMI). MAP Co works collaboratively with these organisations to support and leverage a wholistic approach to precinct programming.

Key Responsibilities and Accountabilities:

  • Lead the development, implementation and review of the Occupational Health and Safety Management System, including ISO45001, Occupational Health & Safety Act 2004, OHS Regulations, Codes of Practices and other relevant legislation.
  • Provide reliable and consistent advice to internal delivery teams to ensure compliance with safety legislation and MAP Co WHS procedures, including advice and support to the event management and programming teams.
  • Proactively collaborate with internal stakeholders to develop and deliver current and emerging safety initiatives including psychological safety, wellbeing, accessibility, and diversity and inclusion strategies.
  • Develop, review and enhance WHS strategies and Standard Operating Procedures including an overarching framework to assist staff, contractors, events, and tenants in safe work practices.
  • Provide coaching and best practice guidance to senior leaders to manage a range of safety, wellbeing and mental health issues.
  • Manage and coordinate the training and certifications of First Aid Officers, Mental Health First Aid and the First Aid equipment.
  • Conduct risk assessments and implement controls to mitigate WHS risks and manage Work Safe inquiries, including investigating incidents and ‘near misses', recommending corrective actions to senior leadership and seeking continuous improvement.
  • Coordinate and manage the Rehabilitation/Return-to-Work programs, WorkCover claims and support non-work injury cases.
  • Oversee the management of, and process improvements through the application of ChemAlert, Risk Manager and Linksafe including periodic audits leading to improvements.
  • Maintain up-to-date awareness of health and safety legislation, advising the Executive and organisation of practical implications of legislative or regulatory changes.
  • Manage the internal eLearning system including developing, updating, and promoting safety training modules. Additionally, deliver in person and online training programs to improve the safety and wellbeing of MAP Co staff.
  • Responsible for managing the WHS Budget and allocating suitable funds for projects and service procurement activities.

Key Selection Criteria

  • Occupational Health & Safety Expertise: Substantial experience in providing professional health and safety advice within the business environment. Extensive understanding of occupational health and safety legislative requirements and the ability to develop, maintain, and improve an Occupational Health and Safety Management System (OHSMS) in compliance with ISO45001 audit requirements.
  • Strategic Leadership: Ability to think strategically and drive cultural change in health and safety practices. Experience in influencing and championing health and safety practices, developing strategic WHS plans, and implementing innovative approaches to improve safety performance and compliance.
  • Regulatory Compliance and Risk Management: Extensive knowledge and practical application of health and safety legislative requirements, including return-to-work from injury procedures. Experience in OH&S requirements in a busy event environment, working with clients and contractors requiring a high level of collaboration, communication, and risk management approach to finding safe solutions. Experience with oversight of safety documentation for compliance and a history of implementing effective risk management strategies to ensure the safety of all stakeholders.
  • Stakeholder Engagement and Relationship Building: Demonstrate your ability to establish and maintain positive relationships with internal and external stakeholders. Requires experience in collaborating with government agencies, provide support to tenants in achieving WHS compliance, and leveraged stakeholder relationships to introduce new safety initiatives and improvements.

Desired Experience/Qualifications

  • A tertiary qualification in occupational health and safety or related field coupled with extensive experience in OHS roles within a public venue or similar.
  • Desirable Certifications: Level 5 Crowd Management Safety, Public Entertainment Safety Officer, Level 3 First Aid Certificate, Mental Health First Aid, Construction induction training, Professional certification with a professional industry body.

Health and Safety Requirements

  • Medium contact with community members
  • High likelihood of exposure to complex and sensitive workplace issues with psychosocial hazard elements (i.e harassment, bullying, trauma, relationship conflicts, etc.)
  • Low to medium frequency of on-site attendance at construction sites may be required.
  • Low to high exposure to moving objects, airborne fibres and materials, vibration, and noise at the construction site. Wearing personal protective equipment (PPE) such as hard hats, goggles, ear plugs/muffs, masks, high visibility vest, and working boots is required onsite for safety.
  • Construction Induction and OHS compliance for access to construction sites.
