About the NDIS Quality and Safeguards Commission
The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent
agency established on 1 July 2018 to improve the quality and safety of NDIS supports and
services. The Commission is the dedicated national regulator of NDIS service providers in
Australia and a non-corporate entity under the Public Governance, Performance and
Accountability Act 2013.

The NDIS Commission’s core legislative functions are to:
disability receiving supports or services, including those received under the National
Disability Insurance Scheme
with disability receiving supports or services, including those received under the
National Disability Insurance Scheme
and people with disability
enforcement arrangements, including through the monitoring and investigation
functions conferred on the Commissioner by legislation
progressively higher standards of supports and services to people with disability
relating to the screening of workers involved in the provision of supports and services to
people with disability
and its Board in relation to the performance of the Agency’s functions
the relevant legislation, and
i. by monitoring changes in the NDIS market which may indicate emerging
risk; and
ii. by monitoring and mitigating the risks of unplanned service withdrawal.

Regulatory Operations Division
The Regulatory Operations Division oversees regulatory and compliance operations,
including incident response, compliance monitoring and investigations. It is responsible for
the approval of providers, suitability assessments and manages the national Worker
Screening database. It uses a range of compliance and enforcement tools to support
quality services and safeguarding of participants. It manages key stakeholder interactions
with other regulators, enforcement and government agencies. It actively contributes to
the development of regulatory best practice, strategic initiatives, and regulatory
campaigns. The Division has three key branches and a small office supporting the Deputy
Commissioner:

Market Operations Branch
The Market Operations Branch oversees the registration function ensuring provider
obligations are understood. They consult with stakeholder and use and analyse
intelligence, risk, data and other information to make decisions. They are responsible for
the administration of the national Worker Screening Database. They lead interagency
engagement for market entry and worker screening operations. The branch has three key
teams:
Audit and Monitoring Team
The Audit and Monitoring team will manage the current audit program arrangements. The
audit process is an important aspect of the registration process. Maintaining Audit and
Monitoring work requires dedicated resources to work closely with others, both within the
Branch and also the corporate enabling areas. They will ensure that all business activity is
compliant with the relevant legislative and departmental administrative requirements.
The Assistant Director will, provide clear advice to the NDIS Quality and Safeguards
Commission Senior Leadership team on the quality audit program, compliance monitoring
with registration requirements, regulatory and administration matters and will oversee
and report on service delivery agreements.
The Assistant Director will support cross functional collaboration and information sharing
both within the branch and with other divisions.
Key duties
The Assistant Director Audit Program will manage and oversight the NDIS quality audit
program and audit related requirements. This program is a critical part of the registration
process and provides valuable information to inform registration decisions. It includes
managing the Commission’s approval of quality auditors and the auditor training
requirements.
The successful candidate will:
1. Be accountable under broad direction to perform and achieve complex audit work and
require an in-depth knowledge of and compliance with legislative frameworks and
policy requirements.
2. Manage, mentor and develop a small team, including providing direction, human
resources, conflict resolution, coaching, workload and performance management.
3. Plan, lead and manage the development, implementation and maintenance of audit
assurance related activities for market operations.
4. Manage audit and assurance reporting requirements including external and internal
audits and reviews.
5. Interpret, identify and translate audit issues into findings and recommendations for the
NDIS Commission’s senior executives.

6. Identify, manage and escalate (as appropriate) risk and issues that impact delivery of
programs.
7. Identify opportunities and Implement ongoing improvements for the audit program
assurance frameworks consistent with policy and reform initiatives.
8. Lead the provision of high quality policy and operational advice for the audit program.
9. Engage with relevant internal and external stakeholders on complex and sensitive issues
in relation to audit activities.
10. Execute delegations with due consideration for good administrative decision making,
legislative obligations and Commission policies
11. Other duties as required.
Skills, knowledge, and personal attributes
Our ideal candidate will have a positive contemporary attitude to people with disability

1. Superior written and oral communication skills including the capacity to produce
quality briefs, reports, and correspondence of a complex nature.
2. An understanding of audit schemes and how it supports the delivery of quality services
for NDIS participants
3. Highly developed organisational skills including the capacity to manage competing
demands and to meet deadlines.
4. Demonstrated research, analytical and presentations skills
5. Demonstrated communication skills in a context of being able to present and explain
complex information for a non-technical audience.
6. An excellent communicator with excellent strategic capability, able to handle
complexity and conflicting priorities and produce high quality written reports.
7. Ability to establish positive working relationships with team members and stakeholders
8. Experience in managing and leading a team, to nurture and support staff, and to
provide ongoing guidance and support.
9. A client focused approach complimented by personal drive, enthusiasm and
outstanding stakeholder management skills.
Essential and desirable requirements
A relevant degree in the field of policy, government, management, accounting, audit or
assurance is desirable.
To be considered for appointment to this role applicants must be able to demonstrate that
they possess:
