Job Description - Chief Information Officer

Period of Appointment

Senior Executive Appointment, Fixed Term five (5) years

Hours per fortnight

Up to 73.5 hours - flexible options available. 

Duties

Lead the development and drive the implementation of the Tasmanian Government’s Information and Digital Services Strategy. This includes, in collaboration with agencies, undertaking detailed analysis and planning to deliver significant transformation, innovation, creativity that ensures the government as a whole achieves strategic value through digital and ICT services.

The key result areas include:

  • To develop and implement Tasmania’s digital transformation strategy for Government, in collaboration with key stakeholders including the Minister, Government Agencies, the Technology sector and community.
  • Directly engage with relevant Ministers about digital, ICT and cyber security matters.
  • Lead the workplan for the Data and Digital Sub-Committee of the Secretaries Board, working with agency Chief Information Officers (or equivalent) to implement strategic, whole-of-government ICT management solutions for government agencies.
  • Directly engage with and lead Tasmania’s role in developing and delivering national agendas through formal engagement with the Australian Government, and all other States and Territories, representing the State on critical data and digital issues including emerging technologies, intergovernmental data sharing, digital identity and credentials, and cyber security.
  • Oversee the development, implementation, maintenance and evaluate compliance of whole-of-government digital, ICT, information management and cyber security policy, frameworks and standards.
  • Improve whole-of-government and agency information management policy and practices.
  • Develop and continuously improve a whole-of-government approach for cyber security resilience. Identify and mitigate key information and cyber security risks.  
  • Lead the Tasmanian Government incident management team in relation to cyber emergencies and provide the State Emergency Management Committee (SEMC) and the Ministerial Committee for Emergency Management (MCEM) with critical advice in relation to cyber incidents and risk, including advice about standing up State emergency management processes.
  • Build relationships and influence key Tasmanian Government, ICT industry and broader community stakeholders to identify and realise opportunities for new and improved digital and ICT services.
  • Provide whole-of-government leadership for Tasmanian Government agencies to build and strengthen their digital and ICT services. Support agencies to build technology and workforce capabilities, stabilise costs, increase value for money and minimise the risk associated with the delivery of digital and ICT services.
  • Effectively and efficiently manage the human, financial and physical resources, including managing and leading the staff of Digital Strategy and Services.
  • Progress initiatives within DPACs Strategic Plan and actively participate in and contribute to agency leadership committees and programs, including providing ongoing support for the development of a safe and positive organisational culture.

Desirable Requirements

Tertiary qualifications (e.g Bachelors Degree) in a relevant discipline, equivalent industry experience or post-graduate qualifications in a relevant discipline are highly desired.
