Job Description - Manager Employee Relations , Queensland Building and Construction Commission

Key outcomes/Accountabilities      

  • Lead and supervise the work of a high performing team's delivery of employee and industrial relations services in partnership with key stakeholders and deputise for the Director, Employee Relations as required.
  • Build capability and capacity of the ER team and HR Division to enhance the provision of expert advice and services to executive, senior managers and clients on employee and industrial relations matters.
  • Lead consultation processes and negotiations with key external stakeholders, QBCC work units, and other public sector agencies.
  • Perform a lead role representing the QBCC or the employee relations function in high level negotiations relating to employee and industrial relations issues.
  • Provide advocacy services in key conferences, hearings and tribunals including the Queensland Industrial Relations Commission and Human Rights Commission.

Candidate attributes

  1. Management skills and the abilities necessary to determine resource allocation, motivate and manage staff and resources, and take on responsibility and deputise for a Director, Employee Relations as required.
  2. Demonstrated ability to provide technical leadership to team members and others outside of the team to improve the standard and quality of work outputs produced, to manage organisational risk and effectiveness of advice and build capability and understanding in complex areas and matters.
  3. Demonstrated ability to formulate strategic, whole of organisation policy and develop industrial strategies and solutions for key stakeholders.
  4. Specialist applied knowledge of legislation, industrial awards, agreements, and instruments to support effective participation in consultation and negotiation processes, as well as an ability to represent the organisation in these processes.
  5. High level of industrial and employee relations discipline and technical expertise including detailed knowledge of public sector industrial framework, government policies and procedures and the application in complex organisations.
  6. Sophisticated liaison and communication skills to enable the effective resolution of complex organisational issues, including the capacity and ability to negotiate on behalf of an organisation with clients or other interested groups, including to finality.
  7. Demonstrated experience in developing, maintaining and improving industrial and employee relations policies, frameworks and practices which support the desired people outcomes of an organisation and address key industrial relations issues.
  8. Demonstrated ability to act as an industrial advocate and representative in industrial tribunals and other forums in highly contentious matters.

Highly Desirable

  1. Tertiary qualifications in the employee/industrial relations, human resources, law, business, and public policy fields of endeavour.
  2. The incumbent may be required to travel on official business and the possession of a C class licence would be preferred
