The Victoria Police Forensic Services Department (VPFSD) is one of the largest providers of forensic services in Australia. The Department has over 500 staff: a combination of forensic officers (mostly scientists), sworn police members, and public service staff who provide business, logistics and maintenance support.  VPFSD provides more than 75,000 examinations per year with results including more than 2,300 DNA links and 10,000 fingerprint links.

About the role :

The Forensic Services Department (FSD) is seeking an experienced manager to lead the Group responsible for intelligence & IT functions within this laboratory setting.  The position is available for 6 months initially while the current manager takes extended leave and there is a high likelihood of extension.  

The role will manage 2 business units tasked with the delivery of intelligence services to Victoria Police investigators, IT services to the FSD and application business level support for core, strategic forensic IT systems. The Group comprises 15 personnel including this role.  The role reports to the Assistant Director responsible for business and professional support services.

The FSD is also about to commence use of a new laboratory application.  This role will provide guidance and leadership for the local aspects of full transition to the new application, the establishment of local support services and resourcing of the Group to service system support, including the emerging and growing business intelligence service demands.

To be successful in this role you will need skills and experience in leading diverse teams of employees who hold high specialisations in intelligence and information technology, knowledge of intelligence practice, abilities to engage stakeholders from the broader Victoria Police Department and other Government agencies, and the acumen to choose directions and set work programs that strengthen the position and capabilities of the Group and Department.

As the successful applicant, some of your duties will include:

  • Manage and coordinate the daily and strategic activities of the Intelligence & IT Management Group to meet client needs through the delivery of a responsive, timely and professional service.
  • Manage internal and external stakeholder relationships involved in the process of forensic intelligence product development & delivery, including the identification and implementation of process improvements.
  • Manage the delivery of high-level information technology services and projects.
  • Manage internal and external stakeholder relationships related to the provision of information technology services and projects.
  • Define and develop the strategic focus for the forensic intelligence function, including the management of activities to ensure the evolution and continuous improvement of this service offering.
  • Manage the Intelligence & IT management Group personnel to optimise individual and team performance through effective leadership, training and provision of professional development.

Skills & Experience

As the successful applicant, you will have:

  • Demonstrated experience in the successful management of large-scale teams and/or resources associated with forensic science or other operations addressing customer needs, organisational strategies and timelines.
  • High level expertise in the delivery of quality business and forensic outcomes which are consistent with the strategic direction of the organisation.
  • Proven leadership skills with demonstrated, consistent sound judgement and ethical behaviour in making and influencing quality expert forensic decisions, recognising stakeholder needs and tailoring appropriate responses.
  • High level contemporary understanding of current and emerging forensic science issues and trends.
  • Demonstrated record of achievement at a senior level in the development, implementation and management of strategic departmental and organisational initiatives in a culture of continuous business improvement.
  • Proven track record of effectively managing and leading, motivating and building capabilities of practitioners.
  • Proven ability to monitor client and stakeholder satisfaction, and constructively manage stakeholder issues to ensure positive outcomes for the stakeholder and the Region/Department/Command.
  • A proven record of ethical behaviour and a demonstrated commitment to the Victoria Police Code of Ethics and Conduct and the Organisational Values.

Requirements and relevant information:

  • Position is located at 31 Forensic drive Macleod, Victoria.
  • 6-month fixed term position available with possibility of extension
  • The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
  • The successful candidate will be required to provide a DNA sample (buccal swab) for use in laboratory quality control procedures (elimination purposes only).
  • Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
