Job Description - APS 6 Senior Contract Manager

  • Salary Range: $97,735 - $110,982 + Attractive Superannuation


DVA has recently established an internal Aged and Community Care Taskforce. Central to the Taskforce is making improvements to support the veteran community to navigate the complex aged care sector and this includes DVA programs such as community nursing and veterans’ home care.  The Veterans’ Home Care and Community Nursing programs provide veterans and their dependents with support and assistance to live independently in their homes. The Senior Contract Manager is responsible for the management of the Veterans’ Home Care (VHC) Contract Managers in the Aged and Community Care Taskforce. In this role, the occupant is responsible for setting priorities for the work area, maintain team cohesion and ensure quality of outputs for the work area. This includes the day to day management of Contract Managers to ensure Contract Manager BAU activities such as contract management meetings with providers, completing contract logs, transition arrangements for withdrawing providers, resolving complaints and ensure quality assurance activities are completed to a high standard. This also includes monitoring the effectiveness of contractual key performance indicators through risk assessment and risk management activities, providing guidance and advice on program requirements, assisting Contract Managers with negotiations, dispute resolution on complex and sensitive issues. Working closely with the Assistant Director, this role will manage the development of team objectives for short term tasks and strategic planning for longer-term initiatives, manage change and uncertainty in the workplace, propose and facilitate innovation initiatives and contribute to business improvement strategies and improvements in workplace practices. With a sound knowledge of contract management principles and relevant policies, procedures and legislation, the Senior Contract Manager provides specialist advice and support in regards to the operational management for the relevant contract set. This includes working collaboratively with internal teams to achieve business outcomes. Duties

  • Ensure record keeping through management for all contract documents including financial records, correspondence, communications, meeting minutes, plans and supplier documents in line with Commonwealth legislation and DVA policies and procedures.
  • Manage performance monitoring through quality control activities to ensure work is being performed efficiently and in accordance with the agreed procedures.
  • Administer risk management through supporting the creation, review and updating of risk assessments or related documentation through the Contract Management Framework.
  • Provide relationship management by supporting the management of complex internal and external relationships, and inquiries in accordance with section priorities.
  • Manage contract variations by applying a sound knowledge of contract variation procedures and the relevant policies and legislation to ensure both stakeholder relationships, administrative and policy requirements are managed successfully. 
  • Contribute to dispute resolution by representing the Department at meetings with stakeholders and negotiating the resolution of issues and disputes.
  • Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
  • All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
