Assistant Chief Officer (FSCSI) Training and Capability

The Training and Capability Branch leads an agile volunteer and staff development framework, coupled with delivery of strategic planning and innovative capability enhancement initiatives, to promote service delivery excellence. The purpose of this role is to lead the Branch, comprising of operational and non-operational staff, and manage and provide strategic direction in a coordinated response to volunteer training, staff development, and strategic and operational planning.

Purpose of specific work area and position The Training and Capability Branch leads an agile volunteer and staff development framework, coupled with delivery of strategic planning and innovative capability enhancement initiatives, to promote service delivery excellence. The purpose of this role is to lead the Branch, comprising of operational and non-operational staff, and manage and provide strategic direction in a coordinated response to volunteer training, staff development, and strategic and operational planning. You will be a member of the RFS Executive team and, in collaboration with the Deputy Chief Officer, will contribute to the planning, implementation and evaluation of department-wide, government-wide, and enterprise-wide programs and initiatives. You will be responsible for supporting regional community engagement activities and developing strong cooperative working relationships both within and across the region to enhance safety and emergency preparedness by developing fire prevention and community education activities and overseeing regional operational coordination. Reporting to the Deputy Chief Officer, the role works closely with Assistant Chief Officer/s and Director/s within the Strategic Capability Division, as well as Regional, District and Area stakeholders. Mandatory requirements
* Must meet the mandatory requirements and attributes as outlined in the generic Rural Fire Serive Chief Superintendent role description. Highly desirable requirements
* Can demonstrate an ability to communicate effectively with a wide range of stakeholders from rural and remote communities. Primary duties In addition to the generic Chief Superintendent, Rural Fire Service (RFS) role description, the primary duties of the Assistant Chief Officer, Training and Capability include but are not limited to:
* Lead and manage the development of volunteer training frameworks and curriculum and the execution of volunteer training delivery programs, to enhance bushfire management and operations response capability across the state.
* Lead and manage the development of staff development frameworks and products and the implementation of staff development programs, to enhance bushfire management and capability uplift across the state.
* Manage and maintain the development of assurance, compliance, evaluation and review of frameworks, policies and procedures, including the implementation of requisite activities for volunteer training and staff development.
* Approve annual training and capability plans to ensure training requirements across the state are met and aligned with broader organisational priorities.
* Lead and coordinate service-wide strategic and operational planning and maintenance of strategic frameworks, such as operating concepts and risk-to-resource models, to build capacity, capability and preparedness of fire and emergency service delivery.
* Lead the identification and development of innovation, research and development initiatives and develop, monitor, and evaluate programs and projects to meet and support our operational services' capability and departmental objectives. Additional information * Applicants most suitable for the role will hold the rank of substantive Chief Superintendent, RFS, however Superintendents (FSPRI) with the appropriate skills and knowledge are encouraged to apply.
* Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.
* Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.
* Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
* This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
* Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.
* Incumbents must have proven commitment to maintaining competencies and operating in a team environment.
* Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFS as a member of any QDMA appointed position.
