The Opportunity

The Department of Parliamentary Services (DPS) is seeking a highly motivated, experienced, and strategic leader to fill the position of Cloud Services, Assistant Director (PEL1) within the Digital Capability and Operations (DCO) Branch.

The Cloud Services, Assistant Director is responsible for leading the delivery, governance, and continuous improvement of DPS cloud platforms and services, ensuring they are secure, reliable, scalable, and aligned with business and strategic objectives. This role plays a critical leadership function in driving cloud adoption, modernisation initiatives, operational excellence, and financial management across cloud environments.

The successful applicant will provide leadership and oversight of cloud operations, architecture, governance, and service delivery activities while fostering a high-performing and collaborative team culture. The role will work closely with business stakeholders, technology teams, vendors, and senior executives to ensure cloud capabilities support the evolving needs of Parliament and DPS.

The Cloud Services, Assistant Director will contribute to strategic planning, technology roadmaps, service improvement initiatives, and organisational transformation programs. The position requires sound judgement, strong leadership capability, and the ability to manage complex operational and strategic priorities within a highly regulated government environment.

This role is responsible for managing cloud service performance, security, risk, compliance, vendor relationships, and cloud financial operations (FinOps) to ensure DPS derives maximum value from its technology investments while maintaining compliance with relevant government frameworks and standards.

A merit pool may be established from this recruitment process and used to fill similar ongoing or non-ongoing vacancies as they arise.

Job Specific Requirements: 

The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

The role may require participation in an on-call ICT support roster and occasional out-of-hours work to support operational requirements, project activities and parliamentary sitting periods.

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

1.    Lead the delivery, operation, and continuous improvement of DPS cloud platforms and services, including infrastructure, platform, identity, and productivity services.

2.    Develop and implement cloud strategies, roadmaps, governance frameworks, and operating models aligned to organisational objectives. Ensure cloud services meet required standards for security, availability, performance, compliance, and customer experience.

3.    Lead cloud operational activities, including incident, problem, change, capacity, and service continuity management. Provide strategic advice to senior executives on cloud technologies, risks, opportunities, and emerging industry trends.

4.    Establish and maintain effective governance and assurance processes to support compliance with the ISM, PSPF, Essential Eight, and other relevant government requirements.

5.    Lead and develop a multidisciplinary team, fostering a positive culture of accountability, collaboration, innovation, and continuous improvement.

6.    Work collaboratively across branches and business areas to identify opportunities for service enhancement, automation, and digital transformation. Contribute to branch-wide planning, workforce capability development, risk management, and organisational objectives.

Selection Criteria

1. Knowledge and Experience

Demonstrates extensive experience leading the delivery, governance, and continuous improvement of enterprise cloud services within complex ICT environments. Possesses strong knowledge of cloud platforms, infrastructure, identity management, security, service management, and modern technology practices. Proven ability to develop and implement cloud strategies, and operational models that support business objectives while ensuring reliable, secure, and cost-effective service delivery.

2. Judgement and Risk

Demonstrates sound judgement in managing complex operational and strategic challenges, balancing risk, business needs, and service outcomes. Provides trusted advice to senior leaders on technology decisions, service resilience, cyber security, and cloud investment priorities within a challenging environment.

3. Independence and Decision Making

Exercises a high degree of autonomy in managing cloud services, resources, and operational priorities. Makes informed decisions on complex technical and business matters where precedent may not exist, ensuring alignment with organisational objectives. Demonstrates accountability for outcomes and the ability to adapt to changing priorities while maintaining service stability and delivery performance.

Provides effective leadership to multidisciplinary teams, fostering a culture of accountability, collaboration, innovation, and continuous improvement. Demonstrates the ability to influence organisational outcomes through strategic thinking, mentoring, and a commitment to high-quality service delivery.

Builds and maintains productive relationships with senior executives, business stakeholders, technology teams, and external partners. Demonstrates strong communication, translating complex technical concepts into clear business outcomes. Works collaboratively across organisational boundaries to align cloud services with strategic priorities and achieve shared objectives.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

• Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
  
  


• Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. • Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
  
  




• Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
  
  


• Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
  
  


• External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
