About the Role and You The Commissioner, as CEO of the Commission, leads and manages all integrity functions in Queensland's racing industry and reports to the Minister responsible for racing. This role demands strategic oversight, values-based leadership, and high-level decision-making to ensure efficient and respected integrity services and will suit an executive leader who can lead with vision.
You will be expected to direct all operations, fostering a culture of integrity and performance, while building and maintaining industry relationships to ultimately provide collaborative and high-quality relationships. Other aspects of the role will see you develop and implement plans that align with government objectives and be able to manage competing priorities. The key technical aspects of this position will include:
Regulatory compliance: Oversee all aspects of scientific, veterinary, animal welfare, regulatory compliance, investigations, intelligence, stewarding, licensing, auditing, and legal functions.
Financial accountability: Serve as the accountable officer under the Financial Accountability Act 2009.
You will establish and manage strategic systems and processes, and ensure policies and procedures promote accountability and transparency by driving effective resource utilisation and risk management. You will foster a diverse, inclusive, and high-performing culture where there is a constant striving to achieve great results for the industry that you support. Naturally, you will build a mutually respectful relationship with the government and other relevant sectors to ensure optimal performance.
As a statutory authority, you will have legislative requirements which include ensuring workplace health and safety under the Work Health and Safety Act 2011, providing advice to the government through the Minister for Racing, and ensuring the Commission complies with the Public Sector Act 2022, promoting equality and non-discriminatory practices. Given the nature of the Commission, it is a given that you will demonstrate ethical behaviour as required by the Public Sector Ethics Act 1994.
Your leadership style will see you lead with empathy but with an expectation that the people under your care are performing to the best of their ability and with integrity and transparency. While your relationships with external stakeholders are critical, the ability to genuinely create trusting relationships with those under your stewardship is equally important. Your background will likely be in a highly regulated industry/agency where your ability to implement robust processes and behaviours is paramount.
