Job Description - Deputy Secretary

  • Play an important role in supporting the RBA’s Boards as they make decisions that affect the nation.

  • 5-year fixed term contract

  • Provide leadership and direction to enable a team to deliver the RBA’s strategy, particularly across governance, compliance and legislative obligations

The Role

Inspire, guide and enable a team to define and deliver the RBA’s goals and strategy, particularly in relation to governance, compliance and statutory obligations.

Lead and develop Secretary's Department employees to strengthen corporate governance capability and ensure the RBA meets its legislative, regulatory and accountability requirements.

Oversee the provision of high‑quality governance services to the Governance Board and its Audit and Risk Committee, and advice and management relating to enterprise-wide internal governance. Additionally, oversee the management of the RBA’s Freedom of Information obligations and contribute to broader departmental responsibilities (such as support for the RBA’s policy boards and production of the annual report).

Key Responsibilities

Oversee and contribute to the effective performance of the RBA through strong governance, compliance and accountability frameworks supporting delivery of the RBA’s strategy.

  • Lead governance arrangements for the Governance Board and its Audit and Risk Committee, ensuring effective oversight, decision‑making and assurance

  • Drive uplift in corporate governance capability across the RBA, including policies, systems, processes and behaviours

  • Ensure compliance with legislative, statutory and policy obligations, including the RBA’s obligations under the Freedom of Information Act 1982

  • Contribute to broader departmental responsibilities, including support for the RBA’s two policy boards and production of the annual report, as required

  • Support the delivery of attorney services to the RBA

  • Provide leadership, guidance and development opportunities for employees and teams to achieve team, department and enterprise outcomes

  • Anticipate and effectively manage governance, compliance and legal risks, consistent with the RBA’s risk appetite

  • Enable and recognise performance in ways that encourage accountability, high performance and continuous improvement

Skills and Experience

Bring a strong governance background and leadership capability, with the judgement, presence and experience to operate effectively with senior executives and non-executive Board members. A thorough understanding of the Reserve Bank Act 1959, the Public Governance, Performance and Accountability Act 2013 and the Freedom of Information Act 1982 is highly desirable.

In addition, display the following capabilities:

  • Exercise of good judgement, especially on matters of governance and organisational process and when handling highly confidential information

  • Highly developed organisational skills, sound work control and attention to detail

  • Ability to respond calmly, decisively and effectively to unexpected issues in a changing environment

  • Ability to develop, review and implement organisational policies, charters and similar governance documents

  • Ability to develop, implement and continuously improve strategic plans

  • Strong people leadership with ability to build engagement, capability and accountability in an inclusive manner

  • Ability to represent the RBA well to non-executive Board members and other organisations, and to relate confidently and professionally with senior executives and non-executive Board members

  • Ability to analyse complex issues and risks, and contribute to the development of risk management processes consistent with the RBA’s risk and innovation appetite

  • Experience driving organisational change by building, leading, coaching and mobilising teams

  • Ability to support initiatives to address employee health, safety and holistic wellbeing
