About the role

As a Disaster Recovery Intelligence Officer, you will play a critical role in building and sustaining the NSW Reconstruction Authority's recovery intelligence capability. Working at the intersection of intelligence, emergency management and disaster recovery, you will provide timely insights that strengthen preparedness, support decision-making and improve recovery outcomes for communities impacted by disasters.

This is a unique opportunity to move beyond reactive recovery approaches and help create a proactive, intelligence-led capability. You will work closely with operational teams, emergency management partners and senior stakeholders to identify emerging risks, analyse complex information and deliver intelligence products that inform both strategic and operational responses.

In this role, you will:

• Establish and maintain intelligence collection systems, identifying key information sources and fostering strong stakeholder networks across hazard and recovery environments.


• Collect, collate and analyse information to identify emerging risks, trends and strategic implications that may impact recovery outcomes and organisational priorities.


• Produce clear, concise and timely intelligence products to support decision-making at operational, tactical and strategic levels.


• Partner with recovery teams to anticipate impacts, opportunities and recovery considerations before they emerge.


• Design, develop and enhance intelligence tools, systems and Power BI dashboards to improve situational awareness and organisational capability.


• Provide expert advice and capability uplift across intelligence analysis, critical thinking, strategic writing and data interpretation.


• Conduct research and prepare high-quality briefs, reports and recommendations to support recovery operations and policy objectives.


• Coordinate stakeholder engagement activities, working groups and consultations to support project delivery and informed decision-making.


• Monitor national and international emergency management developments to identify opportunities for continuous improvement.


• Contribute to organisational readiness by supporting intelligence training and maintaining a surge workforce capability for recovery operations.

About You
You are an analytical professional who thrives in fast-paced environments where informed decision-making matters. You can confidently interpret complex information, identify what is important and translate your findings into meaningful insights for a range of audiences.

You bring a collaborative approach to stakeholder engagement and enjoy working across operational and strategic contexts. Whether responding to emerging events or supporting long-term capability development, you remain organised, adaptable and focused on delivering high-quality outcomes under pressure.

To be successful in this role, you will have:

• A demonstrated understanding of the intelligence cycle and its practical application.


• Experience collecting, analysing and synthesising information from multiple sources to produce actionable intelligence.


• Experience working within operational teams, ideally within emergency management, recovery, resilience or a related environment.


• Intermediate proficiency in Microsoft Excel and Power BI, with the ability to interpret and present data effectively.


• Strong analytical, research and critical thinking skills, with the ability to identify trends, risks and emerging issues.


• Excellent written communication skills, including the ability to prepare high-quality briefs, reports and intelligence products.


• Strong stakeholder engagement and relationship management skills.


• The ability to manage competing priorities and deliver quality outcomes within tight timeframes.


• A commitment to continuous learning and maintaining awareness of current and emerging issues in emergency management and disaster recovery.

Essential requirements

• Tertiary qualification and/or relevant knowledge and experience.


• Willingness to deploy for short periods to locations outside of the Sydney area including (but not limited to) the State Control Centre in Wollongong, or work from other locations in Sydney such as the State Emergency Operations Centre as directed during disaster events.

The NSW Reconstruction Authority is a statutory corporation and executive agency of the Premier’s Department, that will improve how NSW plans for disasters and ensure that we recover from them faster.
