12 month opportunity shaping workforce capability in a national agency Your new company

Your new role
This is a newly created EL1 role focused on designing and embedding workforce planning and people development. You will operate with a high degree of autonomy, combining strategic advice with hands-on delivery and will suit someone comfortable working in a developing environment where frameworks and systems are still being established.
Key responsibilities will include:

• Leading and delivering strategic workforce planning activities, including analysing workforce data, trends, risks and future capability requirements to provide evidence based advice to senior leaders
• Designing, building and embedding workforce capability frameworks, including learning and development, leadership capability and rewards and recognition initiatives
• Developing and implementing a learning and development strategy aligned to organisational priorities, APS frameworks and future workforce needs
• Designing and delivering contemporary learning solutions, including core capability, leadership and professional development programs
• Modernising mandatory and agency required training, including reviewing content, delivery methods and governance arrangements
• Establishing and managing rewards and recognition initiatives that reinforce desired behaviours and performance
• Managing the learning and development budget, ensuring appropriate prioritisation, governance and value for money
• Leading and managing complex projects and stakeholder relationships, exercising sound judgement and managing risk
• Providing clear, credible and influential advice to senior leaders on workforce capability, leadership and development matters
• Contributing to continuous improvement across people systems, tools and processes within a developing function

What you'll need to succeed
This role is only open to Australian citizens and a minimum Baseline security clearance is required.
You will be a confident and credible people leader with strong APS experience at the EL1 level and demonstrated success delivering workforce capability initiatives in complex environments.
You will bring:

• Proven experience across workforce planning, learning and development and leadership capability at a senior level
• Strong strategic thinking skills, underpinned by data analysis and insight into workforce trends and risks
• The ability to translate strategy into practical, implementable initiatives in a developing or ambiguous environment
• Experience designing and delivering learning frameworks, leadership programs and capability uplift initiatives
• Demonstrated ability to provide high quality, evidence based advice to senior leaders
• Strong stakeholder engagement skills, with the ability to build trusted and productive working relationships
• High level written and verbal communication skills, with the ability to communicate complex issues clearly
• Personal resilience, sound judgement and a strong commitment to APS Values and ethical leadership
