Your new role
As the Identity and Access Management (IDAM) Specialist, you will play a critical role in strengthening and modernising the council's hybrid identity environment. You'll be responsible for:

• Leading the design, rebuild and ongoing optimisation of the council's on-premises Active Directory (AD) and Microsoft Entra ID environments.
• Cleansing, rationalising and restructuring legacy AD environments including OUs, GPOs, users, groups and objects.
• Managing secure synchronisation and hybrid identity infrastructure, including Azure AD Connect.
• Implementing and enhancing Conditional Access, MFA, SSO, and identity lifecycle processes.
• Overseeing identity governance, RBAC, privileged access, and compliance requirements.
• Integrating identity security tools (e.g., Microsoft Defender for Identity, Entra ID Protection).
• Driving documentation, testing, automation, and continuous improvement initiatives.
• Providing specialist technical advice and coaching to ICT colleagues.

What you'll need to succeed

• Advanced expertise in Active Directory design, administration, troubleshooting and hybrid identity management.
• Strong working knowledge of Microsoft Entra ID, federation, synchronisation and cloud identity architecture.
• Experience remediating or redesigning AD structures and implementing security best practices.
• Skills in PowerShell scripting, automation and identity lifecycle management.
• Understanding of identity-related security frameworks (ISO27001, NIST) and authentication protocols (Kerberos, LDAP, SAML, OAuth, OIDC).
• Excellent communication, stakeholder engagement and documentation skills.
• Relevant tertiary qualifications and preferably Microsoft certifications such as SC-300, AZ-104 or AZ-800/801.
• Experience in public sector or complex enterprise environments (desirable).
