Job Description - Kinship and Foster Care Program Manager - Professional Development Opportunities

Yulu-Burri-Ba are currently seeking to fill the position of Kinship & Foster Care Program Manager.  

It is a genuine occupational requirement, under Anti-Discrimination Act 1991, Section 25 that this role be filled by a person who identifies as an Aboriginal or Torres Strait Islander person.


Please note:  To be considered for and appointed to this position you must:

1. Have a Blue Card Working with Children Check (Paid Blue Card)

2. Extensive experience working in a similar role with Aboriginal children and families

3. Qualification at a minimum Diploma level in Children’s Services, Social Science, Education or similar, and experience in Child Protection.

You will be required to provide evidence of the requirements mentioned above during the recruitment process.

Kinship & Foster Care Program Manager

The Foster & Kinship Care Program manager is to provide a culturally appropriate service to clients of the program with the Department of Child Safety, ensuring that placements meet the Statement of Standards, s122(1) of the Child Protection Act.

The Kinship & Foster Care Program Manager is responsible for ensuring requirements of licensing care services, child protection legislation and relevant departmental policy, agency policies and conditions of funding are understood by all staff and adhered to.

Position Duties 

·         Provide direction, support, and feedback for all team members.

·         Manage and lead the Kinship and Foster Care team.

·         Undertake planning activities and project tasks.

·         Develop and continue to build a program that is safe, secure, and stable; family centred, connected to community; and which relies on evidence-based practice necessary to support contracted services.

·         Provide support, supervision, assistance, and training the KFC Team which includes the YBB Finding Kin officer.

Selection Criteria

  • Professional
    • An ability to develop and demonstrate constructive working relationships with Aboriginal and Torres Strait Islander children, adults, and other community members and an ability to advocate on their behalf.
    • An understanding of child abuse/neglect and knowledge of the issues affecting families involved within the child protection system.
    • An understanding of the child protection system/knowledge of Child Safety policies and legislation.
  • Leadership:
    • Demonstrated ability to effectively lead, plan, organise and coordinate the team, and their workload.
    • Demonstrated strong organisation skills with an ability to prioritise and set realistic goals and adhere to time frames.
  • Communication:
    • Demonstrated effective written, verbal, and interpersonal communication skills with an ability to liaise and work with local communities and relevant Government and non-Government organizations.
    • Demonstrated ability to work pro-actively, using initiative to communicate. confidently and effectively and sensitivity with clients.
