The Opportunity

Network Operations Officer and Senior Network Operations Officer

The Department of Parliamentary Services (DPS) is looking for motivated network professionals to join the Cyber Security Branch, with opportunities available at two classification levels: Parliamentary Services Level 5 Network Operations Officer and Parliamentary Services Level 6 Senior Network Operations Officer.

This is an opportunity to be part of a team that keeps the Parliamentary ICT network secure, available and performing every day. The Information Services Division (ISD) delivers ICT services across Parliament House and associated parliamentary environments, with the Network Security and Operations section responsible for supporting the network services that connect people, systems and critical parliamentary functions.

In these roles, you will work across a broad enterprise network environment, supporting services such as local area networks, wide area networks, wireless, routing and switching, network security controls, remote access, load-balancing, cloud networking and software-defined wide area network capabilities.

You will join a collaborative technical team that works closely with engineers, operations teams, project teams, vendors and service providers to solve problems, improve services and support the technology that enables the work of the Parliament.

As a Network Operations Officer, you will build and apply your network operations capability by supporting monitoring, troubleshooting, incident and service request resolution, routine changes, installation and configuration activities, documentation and customer-focused support.

As a Senior Network Operations Officer, you will take on more complex technical work, coordinate network changes, support network refresh and transition activities, help resolve challenging incidents, improve operational practices and share your knowledge with others in the team.

Network Operations Officer PSL 5 role:

This role is ideal for someone who has a solid foundation in network operations and wants to continue developing in a secure, enterprise-scale ICT environment. You will be supported to apply your technical skills, follow established procedures, help resolve incidents and service requests, contribute to routine network changes and maintain clear operational documentation.

• Support network monitoring, incident investigation and service request resolution.


• Assist with network hardware, cabling, switching, wireless and connectivity activities.


• Contribute to approved standard and routine network changes.


• Maintain accurate records, documentation and operational notes.


• Work collaboratively with the Parliamentary ICT service desk, senior network officers, engineers and other stakeholders.

Senior Network Operations Officer PSL6 role:

This role is suited to someone with deeper network operations experience who is ready to take on more complex work and help shape better operational outcomes. You will use your technical judgement to resolve network issues, coordinate changes, support project delivery, improve procedures and provide practical guidance to other team members.

• Investigate and resolve more complex network incidents and service requests.


• Plan, coordinate and implement approved network changes.


• Support the effective operation and security of Parliamentary ICT network technologies.


• Contribute to network-related projects, refresh activities and operational transition work.


• Support installation, configuration, monitoring and troubleshooting of network hardware and software.


• Contribute to network standards, documentation, procedures and continuous improvement.

Job Specific Requirements:

• The successful applicants will be required to obtain and maintain a Negative Vetting Level 1 security clearance.


• Relevant academic and/or professional qualifications in Information Technology, networking, cyber security or a related computing field are desirable.


• Experience in an enterprise network environment would be highly regarded, including exposure to switches, routing, local area network technologies, wide area network technologies, software-defined wide area network technologies, wireless access points, firewalls, remote access, load-balancing, cloud networking, network monitoring, incident management, problem management, change management, installation, configuration, testing and troubleshooting.


• Awareness of government ICT security frameworks, including the Information Security Manual, Essential Eight and Protective Security Policy Framework, would be highly regarded.


• The roles may require participation in an on-call ICT support roster and occasional out-of-hours work to support operational requirements, project activities and parliamentary sitting periods.

Duty Statement

The Network Operations Officer PSL5 contributes to the sustainment and operation of network technologies and infrastructure within the Department of Parliamentary Services. As a Network Operations Officer, you will respond to incidents and service requests, support monitoring and troubleshooting activities, assist with network changes, and contribute to IT service management processes that support parliamentary network capabilities.

The role will support operational and project activities relating to network infrastructure, including switches, local area network (LAN) cabling, software-defined wide area network (SD-WAN), cloud networking and wireless technologies. You will work with senior network officers, engineers, operations management and project teams to apply established procedures, maintain accurate records, assist with installation and configuration activities, and monitor network performance, availability and capacity.

As Network Operations Officer (PSL5), your key responsibilities will be:

1.    Investigate and resolve network-related incidents and service requests, escalating complex matters where required, and contribute to the effective operation and security of Parliamentary ICT network technologies.

2.    Accurately log incidents, requests and changes with detailed records and notes, and take responsibility for assigned work in line with team procedures and service management practices.

3.    Assist with the installation, configuration and testing of network hardware, cabling and related technologies, and undertake troubleshooting to support reliable network connectivity.

4.    Contribute to network-related projects and implement approved standard and routine network changes across the Parliamentary local area network under appropriate guidance.

Selection Criteria

1.    Demonstrated experience supporting network technologies and an understanding of network principles, protocols and routing in an enterprise ICT environment.

2.    Understanding of network switching, wireless access points, firewalls and secure network practices, with awareness of government ICT security frameworks such as the Information Security Manual, Essential Eight and Protective Security Policy Framework.

3.    Ability to use vendor network technologies and tools to monitor performance, troubleshoot incidents, implement approved changes and support operational outcomes with guidance where required.

4.    Experience contributing to ICT projects, operational activities and service improvement tasks, including maintaining records and working collaboratively with technical and business stakeholders.

5.    Communicates clearly and professionally, shows initiative, follows agreed procedures, manages competing priorities and contributes positively to team goals and customer service outcomes.

Duty Statement

The Network Operations Officer PSL6 is responsible for contributing to the ongoing sustainment and operations of network technologies and infrastructure within the Department of Parliamentary Services.  As a Network Operations Officer, you will be responsible for proactively responding to complex incidents, identifying environmental issues, monitoring systems and resolving problems, implementing changes and other IT service management processes across the operations of parliamentary network capabilities. 
 

The role will contribute to operations and project work relating to network infrastructure, including switches, local area network (LAN) cabling, software-defined (SD) wide area network (WAN), cloud networking and wireless technologies.  You will liaise with senior engineers, operations management and project managers whilst demonstrating initiative in the application of network procedures and delivery of projects.  You will contribute to the installation and configuration of network hardware and software for the Parliamentary local area network (LAN) as well as monitor network performance, availability and capacity.  
   

As Network Operations Officer (PSL6), your key responsibilities will be:

1.    Investigate network related incidents, plan and implement changes and contribute to effective security and operations of ICT network technologies with the Parliamentary ICT Networks.  

2.    Accurately log incidents with detailed records and notes.  Proactively take responsibility for network incidents and requests assigned to the Network Operations team.  

3.    Undertake installation of network hardware and cabling, as well as testing and troubleshooting connectivity issues.  

4.    Work on network related projects, create and implement standard, normal and emergency network changes across the Parliamentary local area network.  

5.    Communicate effectively, manage relationships, respond to phone enquires and engage with the Parliamentary ICT service desk to resolve user issues with a focus on customer service. 

Selection Criteria

1.    Experience supporting network technologies.  Ability understands network principles, protocols, routing and technologies.  Experience in secure networks in a Government ICT environment.   

2.    Understanding of network switching, wireless access points and firewall implementation.  Broad understanding of Information Security Manual (ISM), Essential 8 and Protective Security Principles Framework (PSFP). 

3.    Experience in a range of vendor technologies, both hardware and software solutions.  Understanding of network technology trends and able to resolve moderately complex incidents with limited direction, implement changes and deliver ICT projects.  

4.    Relevant experience in ICT projects, contributing to planning and resourcing activities.  Manages relationships with stakeholders to achieve work area and agency goals.

5.    Confidently presents messages in a clear, concise and articulate manner.  Shows initiative and proactively steps in and does what is required. Commits energy and drive to see that goals are achieved.

Salary

Currently, the salary range for this position is PSL5 $92,450 - $99,185 and PSL6 $101,168 - 113,706 per annum.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

• Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
  
  


• Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. • Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
  
  




• Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
  
  


• Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
  
  


• External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
