$78,454 to $91,007 pa + 12% employer contribution to superannuation

EMPLOYMENT TYPE:
Temporary Full Time - up to 2 years

THE POSITION:
To provide AlburyCity with effective, customer focused regulatory services based on a broad understanding of NSW Legislation and AlburyCity Policy.



Responsibilities

KEY RESPONSIBILITIES: 

  • Car parking
    • To regularly patrol public carparks and designated street parking areas within the AlburyCity. 
    • To learn and implement new innovative systems for parking monitoring
    • To investigate and remove abandoned or unattended vehicles from public roads and property. 
  • Stock and animal control
    • To investigate and regulate the control and management of stock and companion animals.
    • Initiate animal impounding procedures and provide administration duties related to animal and stock control matters.
    • Assist with the effective and efficient service delivery at the Albury Animal Care Centre
  • Public land
    • To regulate and manage various activities upon streets, footpaths and areas of public land.
    • To seize and impound abandoned and unapproved articles on public roads or land.
  • Environment
    • To investigate allegations and incidents relating to environmental (air, noise, water & land) contamination and illegal dumping matters. 
    • To regulate and monitor parcels of land to minimise the potential for fire outbreak. 
  • Planning & Development
    • To investigate allegations or incidents relating to breaches of NSW Legislation, Regulations, Standards or AlburyCity Policies.
  • To initiate and carryout compliance and enforcement procedures including the issue of Infringements, Notices and Orders where necessary in accordance with NSW legislation and AlburyCity Policies. 
  • To remain knowledgeable In applicable legislation and regulation.
  • To provide regulatory and inspectorial services to ensure legislative compliance.
  • To maintain and update registers and records in accordance with legislation and AlburyCity Policies/Procedure.
  • To assist and participate in public educational seminars and specific community focussed events to promote compliance and regulatory matters where necessary.
  • To act as ambassadors for AlburyCity
  • Carry out general administration, recording and filing duties related to legislation and AlburyCity Policies
  • Respond appropriately to customer complaints and requests in accordance with AlburyCity’s Customer Experience Charter.
  • To manage and prioritise multiple tasks at the same time.  
  • Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. 
  • Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS. 
  • Observe appropriate AlburyCity Policies and Procedures regarding day to day operations including Equal Employment Opportunity policies, AlburyCity's Dress Code and Standards Policy and AlburyCity's Code of Conduct.

EMPLOYMENT CONDITIONS: 

  • Based on a 38-hour week, hours of work are in accordance with a seven day a week rotating roster. This roster may be altered in order to meet changing operational needs and service demands. 
  • This position involves some working alone/isolated on weekends or afterhours, it requires problem solving, de-escalation and time management skills 
  • This position requires you to wear a compulsory uniform as per AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely.
  • This position involves working in a predominantly outdoor environment where a varying range of temperatures, weather conditions and walking surfaces may be experienced. The position requires a moderate level of aerobic and physical fitness to undertake regular physical activities such as walking, lifting, pulling, pushing along with the capacity to maintain normal manual handling tasks across the work day - depending on the nature of the tasks undertaken. The use of relevant work method statements and appropriate WHS standards are an integral part of the role. A full functional and medical assessment is required for this position.  
  • This position will be provided with vaccination against the following infectious diseases:
    • Hepatitis A
    • Hepatitis B
    • Q Fever 
  • A fully maintained vehicle is available with access to AlburyCity's Commuter Use Program when rostered on-call.  
  • This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act.  
  • This position requires evidence of a current Australian National Police Check. 
  • This position is subject to alcohol and other drug testing 
  • This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with frequent visits to external sites/depots as required.

ESSENTIAL CRITERIA: 

  • Certificate IV in Local Government (Regulatory Services) or equivalent relevant industry experience 
  • Class C (standard) Driver's Licence (compulsory to have & maintain)
  • The requirement to respond to and attend the Albury local government area within a reasonable time when rostered on call.

DESIRABLE CRITERIA: 

  • Firearms Licence 
  • Traffic Controller Course (Blue Card) 
  • Construction Site Safety Induction (White Card)
  • NSW microchip implanter accreditation

EXPERIENCE: 

  • Strong relevant experience in a regulatory role and understanding of regulatory practices in Local Government

SPECIALIST KNOWLEDGE AND SKILLS: 

  • Sound knowledge or understanding in applicable legislation, including but not limited to:
    • Companion Animals Act
    • Public Spaces (Unattended Property) Act
    • Local Government Act
    • Protection of the Environment Operations Act
    • NSW Road Rules
    • Swimming Pool Act
    • Environmental Planning & Assessment Act 
    • Rural Fires Act
    • Any other relevant act or regulation
  • Sound knowledge and understanding of the local government legislative framework or ability to obtain such 
  • Competent computer literacy. Council uses Microsoft Office Applications 
  • Ability to issue a local government related penalties including Infringements, Notices, Orders and have an understanding of the legislative enforcement procedures 
  • Ability to carry out investigations and collect evidence
