Job Description - Cloud Service Manager

Location of work: ACT

Working arrangements: Applicants will be expected to perform the role in Canberra. Hybrid working arrangements (i.e. a combination of onsite attendance at an AEC office and remote working) will be considered at the discretion of the Hiring Manager with a typical 3 days in the office and 2 days working from home.

Length of contract: Until 30 June 2026

Contract extensions: 2x 12 months

Security clearance: Must be able to obtain Negative Vetting Level 1

Rates: $120 - $140 per hour (inc. super)


The Funding and Disclosure Reform Program was established to enable the AEC to implement and administer legislative amendments to the Commonwealth Funding and Disclosure Scheme (the Scheme) as set out in Part XX of the Commonwealth Electoral Act 1918 (Electoral Act) to increase transparency and accountability in Australia’s electoral system. The Program is made up of three branches – the Program Management Office Branch, the Regulatory Enablement Branch, and the Technology Delivery Branch – that will work together to uplift the AEC’s regulatory capability by designing, building and implementing new processes, resourcing, tools, systems and technology to successfully administer the Scheme.

The AEC is seeking a Cloud Service Manager to work with the Systems and Platform team to support and deploy Azure based IT systems. The AEC is currently upgrading the three core electoral IT systems, which will be replaced by a series of modular solutions which will be utilising services the AEC already has in the Azure environment.

Success for this role will rely on the individual’s ability to deliver in a fast paced and highly dynamic environment, be a good cultural fit and an ability to challenge and drive thinking in new directions.

The Cloud Service Manager will be responsible for, but not limited, to:

  • This role is a leadership role where you will work with a team of Engineers as part of the Systems and Platforms team.
  • The role is responsible for undertaking very complex and/or sensitive work, under broad direction, utilising expertise across a range of activities relating to the design of software applications.
  • In partnership with clients and other stakeholders, apply strategic and systems expertise to enhance and improve existing software, including designing, developing, implementing and testing software systems, in line with business requirements and software development standards.
  • In collaboration with other teams in the work area, investigate and resolve complex issues with the operation of an application
  • Ensure deadlines are consistently met and that a high standard of technical and design documentation is provided
  • Manage client relationships and work in line with project budgets
  • Be responsible for project progress reporting and ensure compliance with governance processes
  • Provide guidance, mentoring and capability development to less experienced and more junior developers
  • Lead and manage a team to ensure high quality outputs, including building team capability to maintain a high level of expertise and encouraging career development.
  • Provide high quality and timely advice internally and externally, including guidance and reporting to Branch leadership and the Senior Executive cohort including, Executive Leadership Team in relation to section/Branch functional responsibilities.
  • Make and communicate decisions using professional judgement, evaluating risks and in the context of a complex and changing environment.
  • Contribute to doctrine, election preparation and delivery activities in accordance with the election readiness framework, according to individual accountabilities and responsibilities.
  • Perform additional duties or assume responsibility of functions as directed from time to time.
  • Work within an agile environment using Safe.
