Job Description - Risk Manager- Head of Risk & Compliance

PURPOSE
​​

This role is responsible for the second line risk and compliance assurance activities which provide monitoring and evidence-based assurance on the design and operating effectiveness of the enterprise risk, compliance and governance frameworks and policies.

​The Head of Risk and Compliance Assurance will own the development and implementation of the assurance programs for monitoring, testing, and reporting on the control environment supporting client's risks and compliance at an enterprise level, leveraging any first line assurance activities and providing objective challenge on the robustness of the controls. The role is also responsible for assisting the business to identify improvement actions and strategies to strengthen controls where assurance activities indicate weaknesses or gaps. The role will also provide key reporting to senior management and the Board Risk Committee on assurance activities and outcomes.

KEY RESPONSIBILITIES

 

  • Develop and lead a high performing assurance team that has a clear vision, strategy, and plan for building the overall risk and compliance capability of client.
  • ​Support the effective implementation of the enterprise-wide risk, compliance and governance frameworks and policies across the client's business, through a systematic and thorough controls assurance program.
  • ​Provide information and advice to the General Manager, Strategic Delivery & Operations on the evaluation of business strategies to identify gaps and to strengthen controls.
  • Undertake key control testing and reporting on design and operating effectiveness of the control environment and execute a risk-based compliance controls testing program that leverages other controls testing as appropriate.
  • ​Support the business to identify key controls and implement testing plans to identify control gaps and weaknesses.
  • ​Plan and oversee risk-based deep dives on high-risk areas to assess the strength of the control framework.
  • ​Research and provide input into the risk, compliance and governance frameworks, policies and procedures to ensure they reflect industry best practice for a robust control environment.
  • ​Plan and oversee client’s annual attestation process to confirm adherence to TPP20-08 – NSW Treasury Policy on Internal Audit and Risk Management.
  • ​Coach and guide business leaders to ensure they are suitably equipped to manage and control risk in their area of accountability and that a consistent approach to risk mitigation is adopted across the business and recommend improvements to business operations where necessary.
  • ​Engage with and foster external relationships to ensure effective engagement with the department's business model.
  • ​Develop relationships with business leaders to influence and foster a risk-aware culture.



EXPERIENCE

  • 8+ years’ experience in risk and compliance assurance within an insurance, corporate or commercially driven public sector environment.
  • ​Well-developed understanding of enterprise risk and compliance management frameworks.
  • ​Extensive experience building rapport and influence at all levels of an organisation.​


QUALIFICATIONS & SKILLS


Tertiary qualifications in business, commerce, finance, law or other relevant discipline.
​Pre-Employment Checks​

DESIRABLE

  • Experience with controls assurance preferred (e.g., audit or assurance functions).
  • Developed an understanding of business risk and mitigation strategies and assurance frameworks.
  • A broad range of experience in risk or compliance assurance either in audit, compliance, or risk management.

Must have Australian citizenship or Permanent Resident and should be residing in NSW.
