About the role

As a Senior Policy & Project Officer, you will lead project and policy initiatives that drive continuous improvement, enhancing the NSW Reconstruction Authority's ability to prepare for, coordinate and support recovery operations following disasters.

This role combines strategic policy development, complex project delivery and governance across recovery planning, preparedness and operations.

Working closely with internal and external stakeholders, you will provide expert policy advice, contribute to evidence‑based decision‑making, and help ensure policy initiatives align with Agency and Government priorities while delivering meaningful, measurable outcomes.

In this role, you will:

• Lead the development, implementation and evaluation of strategic policies, projects and initiatives that strengthen organisational preparedness and recovery capability.


• Deliver the Recovery Lessons Management Framework, driving continuous improvement initiatives that enhance recovery planning and operational effectiveness.


• Provide expert policy advice to support decision-making, including researching, analysing and reviewing complex issues, identifying emerging risks, opportunities and evidence-based solutions.


• Prepare high-quality written products, including executive-level advice, as well as building and maintain strong stakeholder relationships.


• Perform the role of State Emergency Recovery Controller (SERCON) Support Officer during emergency and disaster events, as agreed or directed.

About You
We are seeking an experienced policy and project professional who can navigate complexity, solve problems and deliver high-quality work in a dynamic environment.

With strong judgement, excellent communication skills and a collaborative approach, you can confidently manage competing priorities while working autonomously, maintaining attention to detail and delivering results.

You’re motivated by work that supports communities across NSW, translating strategic objectives into practical actions that create meaningful impact.

Essential requirements:

• Tertiary qualification and/or relevant knowledge and experience (emergency management and disaster recovery preferred).


• Willingness to deploy for short periods to locations outside of the Sydney area including (but not limited to) the State Control Centre in Wollongong, or work from other locations in Sydney such as the State Emergency Operations Centre as directed during disaster events.
