About the Role

As the Treasury Management Accountant, you will establish and lead the Council’s Treasury Management function. This pivotal role focuses on optimising cash management, minimising financial risks, and providing strategic financial guidance to senior stakeholders.

Key Responsibilities

Strategic Leadership

• Establish and manage the Treasury Management function.
• Provide expert advice on financial sustainability and risk mitigation.
• Lead the resolution of complex policy issues in alignment with long-term objectives.
• Drive process improvements to enhance customer service and operational efficiency.

Technical Expertise

• Forecast and report on cash positions, advising on their impact on long-term financial plans.
• Manage investments and debt portfolios to maximise returns and liquidity.
• Conduct financial modelling, scenario analysis, and strategic forecasting.
• Ensure compliance with Local Government Regulations and accounting standards.
• Develop and maintain policies, including Debt and Investment strategies.

Communication and Collaboration

• Translate complex financial information for senior stakeholders, including Councillors and the Mayor.
• Build strong, collaborative relationships with internal teams and external industry stakeholders.
• Negotiate and encourage stakeholder engagement in cash forecasting models.

Operational Excellence

• Develop and implement work practices and procedures for treasury management.
• Oversee regulated reporting requirements and provide input into the Queensland Treasury Corporation (QTC) credit review.

About You

Qualifications

• Bachelor’s degree in Accounting, Commerce, Finance, or related discipline (mandatory).
• Postgraduate qualifications in Finance, Treasury, or Financial Risk Management (highly regarded).
• Membership or eligibility for membership of a Professional Finance Body (FINSIA, CA, CPA) (desirable).

Experience and Skills

• Significant experience in treasury or senior finance roles, preferably in the public sector.
• Knowledge of Local Government Regulations and contemporary accounting practices.
• Strong analytical, problem-solving, and project management skills.
• Proven ability to communicate complex issues to diverse audiences effectively.
• Experience in developing cash flow forecasts, investment portfolios, and debt strategies.
