Org. Setting and ReportingThe position is located in the Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV) / United Nations Office on Drugs and Crime (UNODC). The Coordinator, Governance, Risk Management, and Compliance (GRC), reports to the Chief of the Information Technology Service (ITS)/DM/UNOV-UNODC. For more information on UNOV or UNODC, please visit the websites: and ResponsibilitiesWithin delegated authority, the Coordinator (GRC) will be responsible for the following specific duties: • Establish managerial processes in terms of Governance, Risk Management, and Compliance holistically in ITS. • Recommend and oversee good IT practices in UNOV-UNODC, including elaboration of new policy for submission to the Chief, ITS, in compliance with existing policy. • Review ongoing cases submitted from the different areas of UNOV-UNODC that may relate to acquisition of use to IT. • Manage IT components in the ITS Enterprise Risk Management Matrix, recommending actions to keep it current as well as for compliance. • Manage the ITS Strategy Management process, to ensure that the IT Strategy is monitored, adjusted, and updated, align with business objectives of UNOV-UNODC, including managing its governance framework. • Manage the ICT Security Strategy of UNOV-UNODC, ensuring effective governance to manage and monitor its execution and ensure ongoing identification, evaluation, and prioritization of risks relative to ICT Security and recommending appropriate mitigation strategy. • Manage ITS’ audit management process, from collaboration with auditors during the planning and execution of audits, as well as managing audit compliance initiatives. • Recommend and coordinate actions to foster compliance with ICT policy and audit recommendations across UNOV-UNODC, including preventive measures, as it may be possible. • Review organizational arrangements, including teams, operations, and services, and advise on efficiency measures to enable establishment of the required alternative structures. • Advise from a holistic perspective on ICT Governance arrangements both within ITS and across UNOV/UNODC, in order to add value across the organization as well as mitigate or address risks. Take part in the implementation and operationalization as required, including any advisable oversight of processes or activities, once approved as required. • Supervise staff directly responsible for the operation of the assigned areas. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties, as required. EducationAdvanced university degree (Master’s degree or equivalent) in computer or information systems, management, mathematics, statistics or related area is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of advanced university degree. Additional certification in computer and information systems and/or project management is desirable. Prince2 certification is desirable. Job - Specific QualificationPrince2 certification is desirable. Certification in computer and information systems and/or project management is desirable. ITIL4 certification is required. Work ExperienceA minimum of seven years of progressively responsible professional experience in information management systems, enterprise resource planning systems is required. Experience in managing governance and IT strategy related processes is required. Experience in the enterprise risk management area is required. Experience in coordinating the elaboration of policy is required. ITIL certification is required. Work experience within the United Nations system or similar international organizations is desirable. Experience in the coordination of programme planning exercises is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of another United Nations official language is desirable. AssessmentEvaluation of qualified candidates may include an assessment exercise and a competency-based interview. Special NoticeThis position is temporarily available for 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
