Organizational Setting
The Division of Energy Planning and Nuclear Information and Knowledge comprises the Planning and Economic Studies Section, Nuclear Knowledge Management Section and the Nuclear Information Section. The Division is responsible for strengthening capacities in energy and nuclear power planning, building capacities to manage nuclear knowledge and provide knowledge management services to interested member states, and to procure and provide printed and electronic information in the area of nuclear science and technology. The Planning and Economic Studies Section has two objectives. One objective is to enhance the capacity of Member States to perform their own analyses related to electricity and energy system development, energy investment planning and energy–environment policy formulation and to understand the associated economic implications. The other objective is to improve understanding of the potential role of nuclear energy in the context of mitigating climate change and contributing to sustainable energy development.
Main Purpose
To assist Member States in developing sustainable energy strategies by building capacity in comprehensive energy-economy-environment (3E) analysis; i) to evaluate through comparative assessment studies the potential role of different technology options, including nuclear power; and ii) provide objective and authoritative information and analyses on how and under which conditions nuclear power can contribute to national energy and sustainable development objectives.
Role
The Energy Economist is: (1) an expert contributor: performing economic and sustainability analysis of nuclear energy in the context of an overall energy system; (2) an educator: disseminating and communicating to technical and professional audiences and the public about nuclear power and role in sustainable energy development; (3) an adviser: providing authoritative and objective analysis and information on energy system issues (including nuclear power) to Member States; (4) a facilitator: working with Member States to meet their national energy development objectives including their National Determined Contributions and Sustainable Development Goals; (5) a team member: working collaboratively on studies and analyses, maintaining and developing analysis tools, preparing periodic reviews of programme implementation, maintaining and updating performance indicators, and planning future programmes.
Functions / Key Results Expected
Develop, test and apply scenario analysis tools to evaluate low carbon supply options and perform analysis on the effect of various policy instruments as a means to inform IAEA Member States making updates to their Nationally Determined Contribution pledges for reducing climate change under the Paris Agreement. Conduct technology assessments and comparisons of energy chains for sustainable development, including use of innovative approaches to greenhouse gas mitigation and comparisons of externalities, focusing on the role of nuclear energy in comparison with other energy technologies. Lead expert analyses of energy markets and their impact on the energy generation mix, including (de-)regulation of electricity markets, ancillary services and integration of large shares of intermittent renewable energy sources. Support capacity building for Member States in the areas of: nuclear funding and financing; macro-economic impacts of nuclear power programmes; integrated assessments including the energy/water/land/climate nexus; and economic and statistical modeling. Act as Scientific Secretary for technical meetings, training courses and workshops organized by the IAEA and its collaborating organizations, including the supervision of research contracts and coordinated research projects in support of capacity building in the area of novel approaches to comparative assessment of different energy options. Prepare IAEA reports, technical papers and presentations; provide authoritative guidance on different aspects of nuclear power and sustainable energy development for use by Agency staff, for peer reviewed publication or for dissemination to Member States or other international organizations.
