ORGANIZATIONAL CONTEXT The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

Under the supervision of the Managing Director of the Directorate of Global Partnerships and External Relations (GLO), the Division of Regional Bureaus and Field Offices (GLO/RFO) coordinates the field representation and interventions of UNIDO in Member States and regions.

Within this context, the Division is responsible for determining programmatic priorities for UNIDO's services and ensuring that UNIDO responds to the specific needs and requirements of Member States and development partners at the country and regional levels.

It facilitates, upon guidance of GLO/FLS, the development of regional strategies, country programmes (including Programmes for Country Partnership, PCPs) and monitors their implementation.

The Division encompasses all the UNIDO field offices and the five Regional Bureaus: Africa (GLO/RFO/AFR), also hosting the IDDA III Secretariat; Arab Region (GLO/RFO/ARB); Asia and the Pacific (GLO/RFO/ASP); Europe and Central Asia (GLO/RFO/EUR); and Latin American and the Caribbean (GLO/RFO/LAC).

This position is located in the Regional Bureau for Europe and Central Asia (GLO/RFO/EUR).

PROJECT CONTEXT:

The green industrial recovery programme for Ukraine 2024-2028 is a strategic framework of UNIDO to support the response of the Government of Ukraine to the socioeconomic impact of the war in Ukraine, which started on 24 February 2022. The programme sets out a strategic vision for a multi-stakeholder and cross-dimensional partnership to create a transformative and resilient recovery of Ukraine’s industry and foster sustainable industrial development.

The UNIDO green industrial recovery programme is aligned with the Government’s early recovery priorities, policy reform vision and national sectoral strategies. All interventions planned under the programme build on strong cooperation and partnership with line ministries and other national counterparts in Ukraine. The programme was developed in close consultation with development and funding partners, whose support is indispensable for the programme’s operationalization.

UNIDO’s response to the war in Ukraine is part of the Organization’s long-standing commitment to the country’s sustainable industrial development, economic growth, social well-being and environmental sustainability. For many years, UNIDO has been contributing towards improving and greening the productive capacities of Ukraine through industrial policymaking, technical cooperation, capacity-building, peer learning, knowledge transfer and private sector engagement, among others.

As of the beginning of 2024, UNIDO has a network of 39 national experts deployed in Ukraine and implements a diverse portfolio of projects with a total budget exceeding USD 25 million. While the majority of projects started in Ukraine before the war and adapted their activities to address the emerging country’s needs, new initiatives were launched in 2023 as pilot activities under the framework of the green industrial recovery programme to address the acute needs of Ukraine and its people in response to the war.

All UNIDO projects contribute to the overarching objectives of the green industrial recovery programme and complement each other.

In April 2024, under the framework of its green industrial recovery programme for Ukraine, UNIDO launched an inception phase of the project, titled “Green industrial recovery project for Ukraine through technology transfer from and the co-creation of new businesses with Japan’s private industries”, ID 230356.

The key project's objective is to support the green industrial recovery and long-term sustainable development of Ukraine through technology transfer, capacity-building and co-creation of businesses in key industrial sectors with high potential for growth and value addition, as well as with strong orientation towards socioeconomic impact and support for war-affected people.

To ensure consistency and sustainability of results, UNIDO will conduct feasibility studies and pilot demonstration projects in close cooperation with the Government of Ukraine, the Government of Japan, private companies of Japan, private companies of Ukraine and other stakeholders.

Through the project, UNIDO will work to support the establishment of an enabling environment for the green recovery of Ukraine's industry, job creation, resilience building, global market compatibility, sustained economic growth and the strengthening of the productivity and competitiveness of priority industrial sectors with high growth potential and investment attractiveness.

By leveraging international expertise, best practices and innovative solutions, especially those of Japan, the project will facilitate institutional partnership building and peer learning. As the project will be part of the overarching UNIDO green industrial recovery programme for Ukraine, all activities will be implemented in close coordination with other ongoing and planned UNIDO technical cooperation projects in the country to foster a synergetic effect and scale-up.

FUNCTIONAL RESPONSIBILITIES :

The Partnership and Communication Expert under the general supervision of the Chief of the Regional Bureau for Europe and Central Asia (GLO/RFO/EUR), in close collaboration with the UNIDO Senior Coordinator for Ukraine and the Lead Project Manager of the project #230356, and cooperating with international and national experts will coordinate the partnership-building and communications activities associated with the UNIDO green industrial recovery programme for Ukraine 2024-2028 and projects related to it, in particular supporting the project “Green industrial recovery project for Ukraine through technology transfer from and the co-creation of new businesses with Japan’s private industries”, ID 230356.

Specifically, the Partnership and Communication Expert will perform the following tasks:

  • Together with the national liaison experts based in Kyiv, support coordination with UN sister agencies on the ground and the UN Resident Coordinator’s Office, ensuring the engagement of UNIDO in joint partnership building, resource mobilization, and communication as well as foster the visibility of UNIDO’s work for various audiences

The UN Country Team and the UN Resident Coordinator Officer are kept well informed of the programme and project activities and receive UNIDO’s input to partnership building and joint resource mobilization processes on timeUNIDO is part of joint UN communications efforts

  • Together with the UNIDO Senior Coordinator for Ukraine and the Lead Project Manager of the project #230356, support engagement with active and potential donors and partners, identifying priority areas for cooperation and fostering long term relationships, and together with technical units work to further fund mobilization efforts, project development efforts and programme cohesiveness

Various development and funding partners are engaged and kept informed on the developments under the programme and project; involved UNIDO divisions are aware of programmatic developments and framework conditions relevant to them

  • Support the development of communication content and materials, emphasizing those on the project #230356, together with associated project teams, to promote UNIDO’s work in the context of the UNIDO programme and disseminate the key results and best practices

Communication materials and content under the programme and its associated projects are, based on available capacities, regularly prepared and widely promoted

  • In support of programme’s promotion and fund mobilization efforts, coordinate and implement communication activities to ensure the promotion of undertaken activities and achieved key results of the programme and its associated projects emphasizing the project #230356, among an identified target audience, including the Ukraine-dedicated webpage on the UNIDO website, UNIDO’s main social media account, and UN Ukraine channels

Communication activities tailored to a specific target audience are undertaken in a consistent and coordinated manner involving all relevant counterparts

  • Facilitate coordination for the meetings of the National Coordination Body and the to-be-established Steering Committee for the project #230356, including communication and coordination with Ministries and other government institutions of Ukraine, as well as public presentations of the programme and its associated projects to donors and national counterparts.

National Coordination Body meetings and programme associated events are delivered and well-promoted among various groups of stakeholders

  • Facilitate coordination and fund mobilization missions, including through preparation of agendas, arrangement of meetings, preparation of briefing notes, and after-meeting reporting for the programme and especially for the project #230356.

Coordination and fund mobilization missions are provided with proper inputs and meetings are held with key stakeholders

  • Perform other duties as deemed necessary

Other activities are undertaken as per the agreement with the Chief of GLO/RFO/EUR, with a close cooperation of the Lead Project Manager of the project #230356

MINIMUM ORGANIZATIONAL REQUIREMENTS:

Education:

Advanced university degree (Master's or equivalent) in communications, international relations, economics, social sciences, business administration or a related field is required.

Experience:

A minimum of 5 years of relevant professional experience, including some at the international level, in partnership building, communications or a related field is required.

Experience in Member State relationship management and resource mobilization, in particular in the region of Europe and Central Asia, is desirable. Experience in cooperating with government stakeholders, development and funding partners, the private sector and UN agencies is desirable.

Language Skills:

Fluency in written and spoken English is required at a level commensurate with the communication oriented task. Knowledge of another UN language is an asset.
