About the Role
RELYzIT Talent is seeking a confirmed Data Analyst (Freelance) to join our client’s mission-critical data valorization initiative in Belgium. You’ll play a pivotal role in transforming how public sector data is structured, shared, and leveraged—directly impacting data accessibility, compliance, and value for a broad range of stakeholders. As a Data Analyst, you will be instrumental in ensuring data quality, compliance with European and local standards, and the seamless transformation of raw data into accessible, reusable assets. Your work will empower public service teams, drive transparency, and unlock new value from data—making a tangible difference for citizens and institutions alike.
Key Responsibilities
Lead the end-to-end data lifecycle: from needs analysis, structuring, and documentation to dissemination and ongoing monitoring.
Engage with data managers and stakeholders to clarify requirements, processes, and support mechanisms for data sharing.
Draft comprehensive project plans detailing data characteristics, user categories, sharing objectives, update frequencies, and access conditions.
Collaborate on metadata creation, ensuring alignment with internal standards and tools (e.g., Metawal).
Analyze source data (vPROD) for maturity, structure, and documentation; identify and address issues or escalate as needed.
Design and document distribution data models (vDIFF), including attribute definitions, value lists, constraints, and technical specifications.
Develop and maintain FME workspaces or Denodo transformations to automate data structure conversion and updates.
Validate data compliance using DataLift and coordinate corrections with data managers.
Create and configure web service projects for both geographic (ArcGIS Pro) and non-geographic (Denodo) data exposure.
Facilitate validation and cross-validation of deliverables with data managers and analyst peers.
Draft and formalize contracts with data managers, outlining commitments for data quality, updates, and governance.
Initiate publication requests and manage the release of data and deliverables within the shared infrastructure.
Provide regular progress reporting to committees and coordinators, highlighting priorities and challenges.
Communicate data availability and updates to relevant stakeholders and communication leads.
Ensure ongoing data and metadata currency through regular verification and stakeholder engagement.
Deliver responsive support and guidance to users, data managers, and tool owners regarding data sharing processes.
Technical Skills & Experience
Proven experience in data analysis and modeling, including the design of data models and dictionaries (Confirmed level).
Strong background in data quality control, validation tools, and compliance with technical/legal standards (Confirmed level).
Familiarity with open data standards and European directives (e.g., INSPIRE, HVD, Open Data) (Junior level).
Database management skills: SQL queries, constraint and value list management (Junior level).
Proficiency in FME ETL for workspace design and data structure transformation (Junior level).
Experience with Geographic Information Systems (GIS), ideally using ESRI ArcGIS Pro or QGIS (Junior level).
Understanding of data virtualization concepts and tools, particularly Denodo (Junior level).
Ability to manage security and access rights, including application of usage licenses and distribution restrictions (Junior level).
Excellent documentation and writing skills for technical and non-technical audiences (Confirmed level).
Language Proficiency
Excellent command of French (written and spoken) is essential.
Strong communication skills, including active listening and the ability to synthesize and document complex information.

Service- and client-oriented mindset, with the ability to respond to urgent needs and support diverse stakeholders.
Demonstrated ability to work collaboratively in multidisciplinary teams and communicate effectively with technical and non-technical partners.
Experience in public sector or regulated environments is a plus.
Partial remote work is possible; on-site presence in Belgium may be required for key meetings or milestones.
Evaluation will be based on technical skills, methodology, and understanding of context, with interviews conducted remotely if needed.
