About the Role

RELYzIT Talent is seeking an elite Application Developer (Expert) for a high-impact, freelance assignment with our client in Belgium. You’ll join a dynamic Information Technology Department at the heart of digital transformation, supporting the evolution and modernization of critical public sector applications. What You’ll Be Doing

• Designing, developing, and maintaining robust applications in a complex, evolving IT landscape.


• Driving small developments, application maintenance, and rapid “Quick Win” projects for impactful delivery.


• Collaborating with internal teams and external partners (including ETNIC) to ensure seamless integration and modernization of services.


• Championing digital transformation initiatives, including the development of the ZEPHYR application and other strategic projects.


• Applying a bimodal approach to transformation and transition: balancing modernization with continuity and continuous improvement.


• Ensuring compliance with public sector standards, including rigorous attention to conflicts of interest and data integrity.


• Utilizing Agile and Kanban methodologies to deliver high-quality solutions efficiently.


• Engaging in end-to-end development: from requirements analysis and design to testing, deployment, and support.


• Leveraging a wide range of modern tools and frameworks to deliver scalable, secure, and maintainable solutions.

What We’re Looking For

• Expert-level experience in application development within large organizations, ideally in the public sector.


• Proven track record with Agile and Kanban methodologies, delivering impactful solutions in fast-paced environments.


• Ownership mindset: you take initiative, solve problems proactively, and drive projects to completion.


• Deep technical expertise across the listed tools, frameworks, and languages.


• Ability to collaborate with diverse teams and external partners, communicating complex ideas clearly.


• Commitment to continuous improvement, digital transformation, and delivering value to end users.


• Strong understanding of compliance, data integrity, and conflict of interest protocols in public sector projects.


• Experience with both transformation (modernization, digitalization) and transition (service continuity, data valorization) initiatives.

Language Proficiency

• Professional proficiency in English is required.


• Knowledge of French or Dutch is a strong asset, given the project context.

Other Requirements

• This is a full-time, on-site freelance position based in Belgium (no remote work).


• Project duration: 4 months, with potential for extension based on project needs and performance.


• Strict adherence to conflict of interest guidelines as outlined by the awarding authority.


• Availability to work closely with both internal teams and external partners.
