About the Role

We are seeking an Enterprise Architect (Expert) for a high-impact freelance assignment with our client, a leading organization at the forefront of digital transformation in the public sector. You will join the Digitalization & Innovation Unit, driving the digital evolution of nature management and public service delivery. This is a 9-month freelance opportunity based in Brussels, Belgium, where your expertise will shape modular, future-ready digital solutions that matter.

As an Enterprise Architect, you will architect the digital backbone for smarter, more efficient nature management and next-generation digital services. Your work will directly impact strategic programs — from digital service delivery to Smart Nature initiatives leveraging IoT, AI, and data analytics. The stakes are high: your vision will help set the reference framework for modular, scalable digital solutions that serve citizens, partners, and agency teams alike.

What You’ll Be Doing

• Designing and refining enterprise architectures for new and ongoing digital projects, ensuring modularity and scalability from the ground up


• Integrating security-by-design and privacy-by-design principles, including risk analyses, security measures, and compliance requirements


• Leading the rationalization of application and technology landscapes, including cloud migrations and legacy modernization


• Defining and modeling architectures using ArchiMate, TOGAF, UML, and Sparx EA


• Designing cloud platforms, APIs, and data architectures, including data governance and master data management solutions


• Conducting impact, system, and scenario analyses for complex, organization-wide change initiatives


• Collaborating with multidisciplinary teams to deliver innovative solutions for digital service delivery and Smart Nature programs


• Guiding the implementation of monitoring, detection, and real-time data systems (e.g., satellite, drone, sensor data)


• Applying pragmatic, goal-oriented approaches to digital transformation, focusing on new projects rather than rebuilding existing applications

Technical Skills & Experience

• Demonstrable experience as a specialist architect in at least one domain (networking, security, server infrastructure, application architecture, ERP, ECM platforms, Data warehouse and BI, etc.) or as an Enterprise Architect (Expert level)


• Proven track record as an Enterprise Architect in complex, large organizations


• Expertise in integrating security-by-design and privacy-by-design in architectures (Medior level)


• Senior-level experience designing cloud platforms and APIs


• Expert-level experience designing data architectures, data models, data governance, and master data management in large organizations


• Expert-level experience conducting impact, system, and scenario analyses for complex change programs


• Expert-level experience with rationalization of application/technology landscapes, cloud migrations, or legacy modernization


• Strong knowledge and hands-on experience with modeling techniques: ArchiMate, TOGAF, UML, Sparx EA


• Experience as an architect within public organizations, government institutions, or regulated environments (Medior level)


• Expertise with ArchiMate and TOGAF (Expert level)


• Experience with architecture or implementation of monitoring, detection, early warning, or earth observation systems (Medior level)


• Experience with .NET/C#, Python, REST APIs, and modern (cloud-native) web architectures (Medior level)


• Experience defining architectures or applications based on AI, Generative AI, LLMs, RAG solutions, or AI platforms (Medior level)


• Experience designing or guiding solutions based on ESRI ArcGIS, geospatial platforms, GIS integrations, or geodata architectures (Medior level)


• Experience designing solutions for IoT, sensor networks, or edge computing environments, including protocols such as MQTT (Medior level)


• Experience with machine learning platforms, MLOps processes, model lifecycle management, and AI governance frameworks (Medior level)


• Broad knowledge of business processes and project management aspects (costs, timing, coordination, planning, estimates)


• Proven specialist architect in at least one domain (infrastructure, application, security, data, process, etc.)

Language Proficiency

• Dutch at European CEFR - level C2 (mandatory)

Other Requirements

• Demonstrable experience in regulated or public sector environments


• Strong ownership mindset, problem-solving skills, and a drive for impact


• Ability to work collaboratively in multidisciplinary teams and communicate complex ideas clearly
